OTTAWA iCPi — The Com- mons defence committee in- directly criticized Defence Min- ister Hellyer for can- celling the previous Conserva- tive government‘s program to build eight frigates for the navy.

It iaid in a report tabled in the Commons that. the navy needs new anti submarine ships and tiiat it. has little air defence capability. The frigates were to been equipped wi‘h anti-aircraft missiles.

The committee called for an earlv government. decision on a naval construction program and Have first priority to a trans- port vessel capable of carrying troops and supplies for United Nations peace - keeping oper- ;ations.

It recommended studies of inuclear propulsion for ships 'and said intensive research and develonment of more effective anti-submarine weapons should ,he undertaken without delay.
