Charges Against Caron

Referred to a Judicial Com- mission.

‘THE GRITS PROTEST.

Orrawa, May 28. the House of Commons yesterday Sir John Thompson moved a resolution asking the House to concur in the appointment of Judges Routhier and Tait as commissioners to tmveatigate the charges against Sir Adolphe Caron. He said that the duty of the Judges would simply be to take evi- dence, and it was intended that in cases where they disagreed as to the admission f evidence, they were to admit it and re- port to the House.

Mr. Laurier said that he did not propose te criticise the personnel of the Judges ap-

pointed as Commissioners, but he con-

demned their appointment as wrong. The Parliament was abandoning its duties when it proposed to refer to out:

siders charges preferred by its members, and he, therefore, moved an amendment proposing that the charges against Sir Adolphe Caron be referred to a select com- mittee of five members of the House.

Mr. Mills dealt with the constitutional aspect of the case.

Hon. Mr. Chapleau said that in saying that it was unprecedented to refer such charges to a commission, Mr. Laurier must have had very short memory, for it was de- cided by the House on the fourth May last that such cught to be done, and cuonse- quently it was now too late and scarcely in order to take into question what the House had already done.

Davies said that when Edgar's charges were priferced Sir John Thompson had called upon his followers to refuse all in- vestigation. It was only after the public opinion was aroused that he agreed to re-

fer doctored charges to the Judges appoint- ed by tlie accused Minister himself. The Government had no power to force

the members making charges in Parliament to go before a Royal Commission and prove such charges.

Sie John Thompson said that the most expeditious way of dealing with these charges was ly referring them to a commission and the statute gave them authority to do so There was no single precedent to show that Parliament could not relegate the duty to commission, although many were cited tht Parliament had usually relegated these matters to a committee. The Rykert case waa one totaily different from the present one and so was the case of last session agaiast Mr. McGreevy an d Sir Hector Langevin. After other speeches the House divided on the amendment, which was lost by 32 to 79. The original motion appointing a commission was carried on same division reversed. Weather Sulletiu.

Nova Scotia—Cod and herring very plentiful at Lunenburg, and cod good at Port Medway, and a few at Canso. Mack- erel abundant at Lunenburg, and slight catches at Isaacs Harbor and Whitehead. Lobsters fair at Port Medway, but poor at Lunenburg, Salmon River, Isaacs Harbor, Whitehead and Canso. Excellent catch of salmon and good catch of gaspereaux re- ported at Port Medway.

Cape Breton—Codfishing good at Louis- burg, fair at Arichat and St. Anns, and a few at L’Ardoise and Ingonish, Schooner J. H. Eimest arrived at St. Peters to-day from Western Banks with 400 quintals cod, Herring fair at Arichat, but poor at L’Ar- duise, Louisburg, St. Ann’s and Ingonish. Lobsters fair at Louisburg and St. Anns, but lightat St. Peters, Arichat, L’Ardoise and Ingonish. Mackerel fair at L’Ardcise, and afew at Arichat, while netters at St. Peters average 200. Light catches of had- dock and gaspereaux at L’Ardoise and In- gonish, respectively.
