Recently I was dallying over the menu in the dining car of the most widely advertised train-de-luxe in the East, and there came to my lnlnd the picture of another dining cur-and what happened there- This was on the Sud Pacific-o tie Mexico running along the west coast of our sister republic across the Rio rande. from tbe port of Mazatlan north to Nogales at the Border. A dreary nerve racking ride of twodays and nights through the vacancy of the (leserf.

The appointments of that dining car were Spartan. It had been an old day coach wherein seats had been displaced by‘ plain-—and very dirty-pine tables, with kitchen chairs ranged bout them. The kit- chen chairs ranged about them. The kitchen was beyond a hole in' a partition just large cilough to permit the passing of plates through an unseen cave of grease and garlic.

The cook was a Mexican. The single waiter was an American. Both delightfully peculiar.

The former premier, Mr. Bell, did not have the satisfaction of having his policies and platform approved by the people. On the contrary they have returned 1o power for :he next four years the party led lby a young and able leader. the I-Ion. J. D Stewart (applause). The speaker was confident that the confidence imposed in the leader and the Government would not be abused. that they would keep faith with the people, and show by their actions that the leaders of today have as high a sense of public honor as any men in thl, past.

He wished also to congratulate Mr. Saunders upon his elevation to the leadership of the Liberal party and Opposition in the House. Our party leaders in this Province have not an easy time. especially the leader of the Opposition. His time and energy are called upon many times, and, even though he may perhaps have to remain in that position for a long period. his sacrifices are not made in vain as ho has worked for the interest of the Province.

Farming Conditions

The Draft address refers in the opening paragraph to our farmers of the Province. This Province has been blessed for many years with bountiful harvests. In fact it has never known a wide failure. but unfortunately, through circum- stances beyond their control, our farmer; have not made the pro- gress he would like to see during the past. season. This is due to two things: lack of markets. and lack of transportation facilities. It was

evident that our markets to-dsy are not as great as formerly. whether from transportation

difficulties or not. ‘

Another feature is the high cost of transportation. Our farmers In the put few seasons have grown large crops. Some of them have had to return these to the soil-

Commissioner of Agricul- ture, will devote their attention mainly to the opening up of new markets for our products and alo use their best endeavors to see if the high rates of transportation cannot be reduced.

What is of vital necessity to our farming interests is of Importance to all of us. Farming is our basic industry. It engages three quarters of our people, and about fifty per- cent of the people of the Dominion. The hardy man who toils to pro- duce the harvests for mankind should receive every consideration fromthis Legislature and the Agricultural Department.

Wlthdrawl of Agricultural Grant

The speaker was sorry to learn that the Dominion grant for Agriculture is not being continued. This grant. was inaugurated some years ago for the purpose of hclp- ing the farmers in many ways. He did not think the pica upon which it is being withdrawn a very strong one, because economy, as respects agriculture, can hardly be termed such in this case. Our Farmers as time goes on require scientific re- search and that cannot be made unless‘ helped by the Department of ALZFICIIIIIITG. Some means must be. provided whereby our system zlgriculture will be kept. up to a illgh standard.

Education

A matter of great importance is education. He was pleased to note in the Speech that this Govern- havlng our system‘ of education submitted to expert examina- tion and compared with other systems. Some years past, he be- lieved, we had one of the best systems in rural centers possible. We produced men and women undcr that system who were a credit to the Province. In recent years however our system has de- teriorated. One reason for this is the exodus of some of our best teachers from the Province to the West, where greater allurements were offcned. In such cases it is generally the teacher with ambl- tlons to succeed who leaves. Each succeeding local Government has done something in the way of in- creasing teachers’ salaries, but It has never been enough. We are not as large as the Western pro- vinces. and being unable to pay

the same salaries we naturally lose by this fact. Another cause is our lack of

population. In some districts In the Province that formerly had an average sohool attendance of forty pupils there ls today an average attendance of- about six or seven. Those conditions are alarming and if this Government does nothing else" than make an examination and close analysis of our educational system and lbrings forward an amendment whereby It can be im- proved. this alone would justify lie existence for the mext four years.
