Ontario has undertaken to meet its own needs from its own taxing fields and has re- moved from Ottawa the obligation of paying Ontario the annual subsidy that would have been required had Ontario signed the financial agreement that Ottawa hos been extending to the provinces. The annual subsidy that Ottawa would have had to pay to Ontario would have amounted to about $74,000,000. In return for granting this huge annual subsidy, _Ottawa would have received the corporation and personal in- come taxes entirely to itself. The recent report on Scottish education was published too soon to take notice of an im- portant development in the instruction of the young. One education authority has given a lead to the country by organizing evening classes in Association football. "Some of the ratepayers are indignant about what they con- sider an unnecessary expenditure of public money. I am inclined to agree with them" (writes Sandy Todd). "l am not a ‘soccer’ fan, but when I have attended matches it has been borne in upon me, with deafening accompaniment, that the smallest of small boys know far more about the game than the so-called players or the ubiquitous gentleman with the whistle. There might be something to be said for a school for spectators, conducted by a referee, but i'm afraid the ‘gates’ would be disappointing. Edu- cationists will find it difficult to justify the in- clusion of sport in the present overloaded cur- riculum.
