The fence being erected around the grounds, under the experienced super- vision of contractor Coffin, will be completed to-day. We may therefore announce that, among the festivities and demonstrations of the week, the Gathering of the Clans to morrow will occupy a prominent position.

it is said at the Treasury Department that if seaman Hawkins had brought the Black diamond into Sitka he would have received promotion, as the Black Diamond would have been contiseated and sold. As 1 now stands he, acting under the orders Captain Shepard, made a most dismal fail- ure. Of course, the Treasury Department will demand of Captain Shepard the most explicit explanation of his singular conduct on the occasion. Alexander Porter Morse, a well-known authority on international law, speaking of the despatch from San Franciso, wherein Congressman Felton insists in affect that the United States has the complete sover- eignity and jnrisdiction of Behring Sea, as successor and grantee of Russia, quotes Hall, on international law, London, who SAYS :
‘** The Russian Government pretended to be sovereign in the Pacific, north of the 5lst degree of latitude. The pretension being resisted by Great Britain and the United States, the area claimed was reduced to a zone of a hundred Italian miles from the shore by an ukase of 189}, and is now wholly given up by the convention between the for mer power and Russia in 1824. Morse fur- ther stated that the assumption of the United

The Death Watch.
New York, Aug, 15. This morning at 8 o'clock, the sheriff placed the déath watch on five murderers in the Toombs, who are to be hanged Aug. 23. Warden Osborn, had transferred the murderers to the loug iron cage especially provided for them early this morning. Tweuty deputy sheriffs have been assigned to the duty of watching the men every mo- ment of the last days of their lives. The Condemned. Liverroor, Aug. 15. Mrs. Maybrick, the condemned murder- ess, is in a very depressed state. She pass- es most of her time moaning for her chil dren, and weeping copiously. The chaplain of the prison is devoting much of his time tu the condemned woman, and she appears greatly appreciate his visits
