There waa a certain class of loafers in that community, who did not work except whea compelled by bunger to do so, and these men were the principal offend- ers. slightest effect upon them in the way of re form. The question of using the lash for certain offences, had been discussed, and he had no doubt that if its use were adopted, at the diseretion of the Judge, it would have a very salutary effect.
