OTTAWA-In the late 1920's, when Parliament was swamped with divorce petitions from On- tario and Quebec, Just as it is from Quebec today, I mild little man with a. striking white beard de- cided to do something about it.

He was James Shaver Woods- worth, the Independent Labor Party MP. for Winnipeg North Centre; the man who, in few years later, in 1932. was to found the C.C.F. Party.

For three consecutive years Woodsworth introduced legislation in the Commons which would give the courts of Ontario juris- diction over divorce, and free Pat'- liament from the onerous and thankless task of severing Ontar- ians' marital bonds.

For two years his bill was de- feated. Then Woodsworth hit upon an ingenious way to force Parliament to pass it. The prac- tice was then, as it still is, to pass scores. even hundreds, of divorce bills through the Common with- out doing more than calling them by name. However, the rules of Parliament provide that each bill must, at the request of any M. P., be dealt with individually.

What Woodsworth did was insist that each divorce bill be given separate and detailed study. This so hamstrung Parliament's pro- gress that in desperation the Gov- ernment of Prime Minister Mac- kenzie King finally bowed before the indomitable will of the little man with the white board. and passed his bill. .

The lanky C.C.F. member does not wish to force the responsibility for divorce onto the Province of Quebec, as his late chief forced it onto On- tario. Knowles respecl-! "We can't ask Quebec to estab- lish divorce courts, or even accept Federal divorce courts operating in Quebec." he explains.
