Mr. Perry remarked the Government were very ready to ask the Opposition for information but not willing to afford much themselves. What necessity is there for passing this Act? Have there been any complants ! or petitions ssking for this Bill? The member for Eymont Bay had complain ed when in opposition that the Act con- tained no provision for French education

If an amendment were introduced providing for the proper examination of Acadian teachers it would have his cordial support. But men of yesterday were not the men of to-day. ‘The member for Egmont Bay had made this question his platform when in ™ | opposition, and said he would join no party that would not enact such a measure. This Bill would be of no benefit. The Government must not be surprised at the Opposition speaking, for they have very little opportunity tospeak to a Guvernment measure this session.

Mr. AnskENAULT said that he and his con- stituents understood one another, and that was more than the member for Tignish could say; for he had been defeated time and again. All books french schools re- quire are now in the schools

Mr. Fargvuarson said that when the Education Act was being paszed, the pre- sent leader of the Government, and the member for Eymont Bay had opposed it, He quoted from the speech of the former where he said he could notice no improve- ment. Amendments required in 1878 are still urgently needed.

Mr. Perry said this was the most in- iquitons clause ever attempted to be intro- danced to debar right of appeal. The Leader of the Government had changed his mind. He had stated that people should have a right to appeal to the County Court against unjust assessment. The Commis- sioner of Public Works had also said he Was opposed to the supplementary clause ; but he had changed his mind, for he had nine superior schools in his District.

The wmwembers down. The County Court is an inferior Conrt, presided over by a single Judge. This is a diff-rent matter,— an appeal from a Board of eleven members. There is no appeel now from the Board—great reason why there should be none. The law con- fers great pewers upon the Board, a sort of legislative power. Wherever litigation commences, the benefit of Education is gone. If the Board have the power to settle disputes, it will he very beneficial.
