On the other hand, # is prob- able that the American defence chief is prepared to spell out some of these general proposals im detail, and that he has limited powers to modify them if the Russians show signs of willing- mess to bargain.

In the meantime, it remains to be seen whether the Russans are prepared to call McElroy’s bluff
