LONDON, Sept. 29.

Chamberlain, speaking at Birmingham to-day said no one was more sincerely ani- mated by friendly feelings towards America than he. No one more desired to maintain good relations between England and Aw- erica He referred to Canada’s progre: s and. in reference to the fishery dispute, said that England's duty was to secure for Canada a fair pre- Sentinent of her case. He regarded the appoitment of a fisheries commission as affording an opportunty for commenting a union between Great Britian and the Colonies. The Home Rule question had no right to claim the tirst attention of the Von.mons to the exelusion :f the questions of local government, p,otection of life at sea, temperance and other important sub- jects. He pralsed Lord Randolph Church- illas the first statesman in many years who advanced the subject of economy in public expenditure, He blamed John Morley and Sir William Vernon Harcourt for not defining the Home Rule scheme, and denied that the majority of the people in Ireland really wanted Home Rule. His speech was received with enthusiasm. A resolution expressing confidence in Cham- berlain was met by a counter resolution to express no confidence. Uproar ensued, but the resolution of confidence was finally car- ried, 200 voting against it. ,

The Fishery Commission. Wasuincron, Sept. 29.

The President has invited William L. Putnam, of Maine, and President James B. Angell, of Michigan University, to act with the Secretary of State in negotiating with Great Britain forthe settlement of the Canadian tishery dispute. Both have accepted. Putnam has been United States counsel the last two years in cases arising under the law and treaty in connection with the fishery dispute. Angell is one of the commissioners by whom the latest treaty with China was negotiated.

The Popes Jubilee. RomeE, Sept. 29.

The Pope's jubilee receptions have be- gun. The Roman police have seized the Pope's jubilee medals, which are inscribed ‘*Pope Leo III., Pontifex et rex.” It is expected that the Vatican will protest against the seizure, and point out that the law of guarantees recognized the Pope's right to the title of soy ereign.

A LARGER amount of drunkeness than usual has been noticeable about town during the past few days, and several peaceable citizens bave been assaulted while passing along the streets. To such an extent has the nuisance tpread, that some of the citizens have appeal- ed to the police committee of the City Council, to try and make some arrangements whereby ali drunken and disorderly characters should be arrested. The committee were to have Waited upon the Stipendiary Magistrate this forenoon, but owing to the latter being en- gaged at Court until about one o'clock, the in- terview was postponed until this afternoon.

Narzow Escare.—Chester, the six year old son of John Dingwell, of Annandale, had & narrow escape from sudden death on Tues- day last. His father was engaged in hauling kelp from the shore with a heavy truck wagon ‘nd a span of horses. After loading the wagon the father placed the little fellow on the top ot _ the and started. (QUEBEC, Sept. 29. The election in Charlevoix to-day result- ed in the return of Mr. Cimon, the

Government candidate, by 500 majority. The late member, father of the successful candidate to-day, was a Rielite. This is a

splendid victory for the Government.

The New Under-Secretary. LONDON, Sept. 29. Col. Sir Joseph Westridge, recently in charge of the British Commission on the Afghan Boundary question, will succeed Major Geaeral Sir Redvers Buller as Under-Secretary for Ireland.

The Manitoba Wheat Crop.

Winnipec, Sept. 29. The total yield of wheat is placed at eleven million bushels, leaving a surplus of seven milllon bushels for export. The average yield is between twenty-five and thirty bushels per acre.
