The postal rate increase meant the government was "Inviting" big businesses along the harder to mail theinlettt-rs in the Un- lierl States where they could post letters to Canada for 60 per cent of the Canadian postal rate.

Taxpayer Pays

The increase would hit at "the little people" who used the mails to exchange ideas. They were un- able to use the telephone and telegraph as readily as big busi- nesses.

Mr. Drew referred to the report of J. D. Woods and Gordon of To- ronto. a firm of efficiency ex-, parts which examined post office operations in 1952. The report was tabled in the Commons Jan. 20

He noted that the report said the post office carried 54,700,000 worth of free mail for other gov-

ernment departments. Other departments should be charged for their own postage.

The taxpayer would have to pay for it in any case.

Under the bill, the cost of a one-ounce letter would he in- creased to five cents from four for mailings between postal dis- trlcts and to four cent: from three for mailings within a postal district. The cost of additional ounces also would be increased one cent.

The government also proposes to eliminate the seven-cent dc- mestic air mail rate and carry all first-class mail by air where it will speed delivery.
