WINNIPEG (CP)—Some tax cuts and continuation of a pro- gram to redistribute local tax. burdens were forecast Monday in the speech from the throne read at the opening of the fourth session of the 27th Manitoba’ legislature.

The speech, read by Lieuten- ant-Governor Errick Willis, did not elaborate on the tax cut recommendations.

It said, however, the Progres- sive Conservative government of Premier Duff Roblin will complete a program started last year to re-allocate costs and responsibilities to alleviate the burden of local taxpayers.
