He said “it would be difficult to imagine any less offensive or more positive method in which the balance of payments prob- lem can be attacked." and with the growth of technical develop- ment in the shipping industry, more skilled personnel would be available for defence purposes, if needed.

He was commenting in a statement here by Attorney- General Claude Wagner who said Marcotte would be tried on a second charge of killing a no-
