A cHarce of violence preferred against Otticer McKinnon was investigated by the Stipendiary Magistrate this forenoon. The ill-treated (/) prisoner and two witnesses were examined, none of whom could prove the charge, and the oflicer was acquitted.

THERE was a very large attendance at the Market to-day. Saleables of all kinds were in excess of demand. Prices were the same as on Tuesday last, with the exception of butter—which sold for twenty-two cents per pound.

The British ship *‘ Loch Ard,” Capt. Gibbs, trom London for Melbourne, with a cargo valued at $350,000, was lost near Cape Otway on the morning of June.1. Miss Evey Car- michael was the only seventeen, and a midshipman named Thomas ‘Pearee is the soul survivor of a crew number. ing thirty-two. ;

THE campaign appears to be conducted in ‘red-hot’ style in Perth, Ont. At a meeting the other night at Motherwell, Mr. Henry Campbell, a Ministerialist, said “Sir John McDonald and the leaders of the Conserva- tive Party were rowdies, blackguards, tramps, and men of no character.” This is the Ministerial policy exactly. — Mai.

‘ Mr. Dawson, who has just been elected to the Charlottetown Mayoralty, bemoans $100,000 debt in which the little Capital is plunged, and looks back admiringly when the wee bit town made both ends meet without borrowing. Mr. Dawson should look at the burdens the poor tax payers of St. John shoulder, and take comfort. —St. John News.

‘THR extensive lumber mills of Mr. Rob’t Jones, at.dteint du Chene Station, was last night struck by lightning. The mill imme- diately took fire, and, before an effort could be made to subdue the flames, the buildings, as well as an immense quantity of lumber, were burned to the ground. Mr. Jones is at present in this City, and received the in- telligence of his great loss this forenoon,

Art the Stipendiary Magistrate’s Court this forenoon, Donald McRae, drunk and incapable, was fined $1 or four days. Henry Swan, for the same offence, was tined the same, John Shea, arrested on complaint of H. B. Smith, for assaulting Joseph Gillis, was sentenced to one months’ imprisonment with hard labor. The adjourned cha against Peter Ferguson for being drunk and disorderly was tried. He was fined $2 and costs or eight days.

Steamship on Fire in Mid-Ocean.

The Steamship Moravian of the Allan Line, took fire in mid-ocean On the late voyage from Liverpool to Quebec, and but for the heroism aod admirable discipline of the crew would have fallen a prey to the flames. The fire origi among Lote of woollen goods in the forehold, and the greatest fears are entertain- ed that some combustibles were deliberately placed in the goods to generate a blaze to serve the infamous p of another. The fire oc- curred about three o'clock in the morning of the 29th ult., during the prevalence of a fear- fal storm, with a sea running so high that no boat could Jive in it. The steerage passengers were terribly alarmed, but communication with the cabin was prevented and the passen- ges there slept throngh it all, unconscious of the great peril of the 500 souls on board. After the’ greatest exertions the fire was subdued, but not until one-third of the cargo was thrown overboard, and the remainder was deluged with water that it is seriously damaged’ The vessel arrived in Quebec with six feet of water ia the hold. The loss is estimated at between $20,000 and $30,000. ‘The matter is being in- vestigated.

a fit of delerium tremens, and was drowned in shallow water. Lyons was an unmarried man about thirty-five years of age, and was of a very respectabls family. He has been for a long time strongly addicted to the use of liquors, and some years ago attempted suicide while laboring under a fit of tem- porary insanity, which was brought about by drink.

Ventilation Wanted.

To the Editor of the Examiner.

Sir,—Theupper department of the Market : House requires ventilation as much as any place we have visited this season. To-day the windows are lowered, the ventilation in the roof opened, and yet the stench of decaying vegetables, etc., hovers about the department, suffocating the vendors. Can nothing be done to remedy this evil ?

Str,—I see that it is reported, in your notice of the prizes given by the Caledonia Club, that a person called Wm. MeKenzie is the winner of two prizes for dancing. I don’t grudge this gentleman his prizes, but as I have asked several who he is, and as even some of the officers of the Club do not appear to know him, it might be pertinent to enquire if he be properly entitled to competition at the Scottish games. A person has told me that he has described himself as a native of Nor- thumberland, England ; and, if he has spoken truly, how does he come to compete at dancing asa Scotsman? Yours, etc.,

+. o— Dry Wells. To the Editor of the Examiner :-—

Srr,—I observe that numereus references are being made to the drying up of several of the wells in the southeastern section of the city; and the conclusions are, with many, that the drawing off of the large quantity of water tapped by the excavation at the Gas House.is the immediate cause. I take the liberty to contradict this impression. Iam quite satis- fied that the source of supply to most of the pumps and the source of the Gas House stream are altogether different and independent of each other. ‘To sustain my view it is enly necessary to remark that the tubular wells sunk by Jones in several places over the same area are not at all atfected by the opening of the new vein. ‘The condition of two tabular wells on the premises of Mr. Caseley, one on the premises of EF. J. Hodgsen, Esq., one at Lee’s Factory, and one near the Round House, will prove this. Neither is “Quirk’s well” af- fected by the drain.

The great probability is—and it may prove a@ positive fact--that several subterranean streams of pure water underlie the city, keep- ing the direction of the natural slopes of the soil towards the bed of the harbor; and I am aware that an idea exists that the direction of some of these intersect. The extreme drought of this midsummer, is the immediate cause of the drying of the well; and I wonder why your suggestions as to their perfect cleansing have not been carried out. As to the correctness or otherwise of the theory respecting the sub- terranean streams. and the feasibility of uti- lizing them, Lleave it for diseussion to your numerous contributors, satistied that it cannot fail of bringing about some welcome result.

A Bye-Law for Levying an Assess- ment on Real Property in the City of Charlottetown.

(Passed by the City Council 19th July, 1878.)

7 HEREAS, it is necessary an expedient

to.pass a. By-Law for the purpose of levy- ing an Assessment on the rental of Freehold and Leasehold Property in the City of Char- lottetown, for City and School purposes, for the current yearending on the twenty sixth day of May, in the year of our Lord one thou- sand eight hundred and seventy nine, —

Be it therefore enacted by the City Council of the City of Charlottetown as follows :—

1. There shall be paid by the occupants or owners of Freehold or Leasehold Property within the City of Charlottetown, for City and School purposes, the following sum, that is to say, the sum of Twelve Cents onevery Dellarof the rental for the current year ending on the twenty-sixth day of May, in the year of our Lord one thousand eight hundred seventy nine, according to the valuations entered

against the names of each and every person in the Valuation Book of Real Property made by the Assessors of

of the City of Charlottetown, and returned by the said Assessors to the said City Council on the twelfth day of July, in the year of Our Lord -One Thousand Eight Hundred and Seventy-eight.

2. In cases where the occupant named in the Assessment Book of real property, made

by the said Assessors of the City of Cherlotte- |

town, shall have left the premises so_ assessed before the time of giving the notice of assess- ment required by law, such ‘notice shall be served upon the person or persons actually in possession ; and, if the premises be vacant, then such notice shall be served upon the. owner or owners thereof, or his or their agent ; and such owner or owners shall be deemed, for the purposes of this law, the occupant or 5 oecupants ; and such occupant or occupants, owner or owners in the cases aforesaid, shall be severally liable for the payment of the sam entered against the name of the original oecu- pant or occupants in the Assessment Book of Real Property made up bythe said Assessors of the said City, and deposited with the City
