Orrawa, April 15.—The House of Com- mon sat two hours yesterday and adjourn- ed till Tuesday of next week.

Much of the sitting was occupied with a discussion of the ‘fast line steamship matter brought up by Sir Charles Tupper.

Sir Richard Cartwright was rather chary of information. He confirmed the statement, however, that the Government had signed a provisional contract with Peterson & Tait, which now awaited the confirmation of the Imperial Government. Quebec would be the western terminus in summer and Halifax in winter.

In answer tothe Hon. Mr. Foster, Mr. Fielding said that the temporary loans amount to one million sterling, of which $400,000 was borrowed by the late Government and $600,000 by the present ministry. The late Goveroment had it« money at three per cent. from the Bank of Montreal, London. Mr. Fielding was un- derstood to say that the present Govern ment was paying three and a half percent.

Most of the members of Parliament have scattered to their homes.

General Gascoéigne’s Opinion.

Orrawa, April 15.—At the meeting of the Dominion Rifle Association held yes- terday, General Gascoigne spoke highly of the riflemen of Canada, but said that he would like to see them pay more attention to discipline. He regretted that owing to ithe delays occasioned by the accident tu Dr. Borden, it would probably be neces- sary to shoot over the old rideau range one year more.

San Francisco, Cal. April 12 —Mrs. Leiand Stanford has signed the contract by which her life ix icsured for $1,000,000* The policy, which is said to be the largest ever issued, was written by a New York company. By the terms of the coniract, Mrs. Stanford is to pay ap annual prem- ium of $176,000, and npon her cesth $1,006,000 will be paid by the company to the Leland Stanford, dr.,University. Should she live ten years and continue her annual payment or premiums, the university will receive at her deatn $2,660,000 instead of $1,000,600.

Wasninxctox, April 12.—The Govern- ment of Saa Domiago has made overtures to Secretary Sherman for the negotiation of # reciprocity treaty between the two countries. Most of the San Domingo sugar is grown on plantations owned by Americans. Between six and eignt million dollars of American capital is invested there. Nearly all the sugar is Sent to the United States, bot it cannet leave San Domingo without the payme.t of a heavy export tax. All the machmery and most of the manufactured articles used in that country come from the United States, ana the San Domingo gov- ernment is willling to modify the import duties levied on then ard the export tax on sugar if this government will modify the tariff on articles giown there.

Loxvox, April 12—The St. Petersburg correspondent of the Times cays it is stated in weil informed circles that an- other nest of plotters was discovered there afew days ago in Sergius street, one of the most tashionable thoroughfares. The police raided a private lodging house belonging to a well known Russian prince. The raid was made during the night, and the police found a-secret printing press, with a mass of proclamations and a large quantity of other revolutionary literature. A number of arrests have been made, Mostof the suspects are young persons and both sexes are included. It is under- stood that the conspiracy isin no way concerned with the Jator strikes, and it

Sad Death of a Methodist Minister,

Sackvitie, N. B., April 15.—Yesterday morning Richard Carter and the Rev.. Mr. Williams, Methodist minister at Po'nt de Bute, lett in a goose boat, intending to return Jast§evening. This morning the boat was driven ashore at Wood’s Point, five miles below here. It contained Mr. Williams ir an uncorscionus condition, and so exhausted that he died shortly after being taken ashore. The guns of the two men were in the boat. Up to one o’clock nothing had been heard of Carter, and it is supposed that he has been drowned. Rev. Mr. Williams leaves a wife; Certer a wife and two children.

On the question as to whether laymen be admitted in equal representation with preachers in the conference, it was voted to allow it: Yeas, 145; nays, 25.

Hgmlin, the retiring assistant secretary of the treasury, to co-operate on behalf of the American treasury departmeatin the fur seal Controversy, seems to indicate the in — mediate re-opening of the vexed Behring Sea question. It is probable that Mr, Foster will propcse an agreement based upon @ new modus vivendi with firm restrictions upon Cauadian activity. The Times commenting editorially upou this despatch, says: ‘The moyement to re- open this question will be ftioted with surpcise and disappointment. Tt appears premature, if not unseemly, to start a diplomatic campaign sixteen mouths before the stipulated time for re-examination has arrived. ‘l’odemand that the award shal! now be setaaid+ in accordance with the contention of the one party tu the contro- versy, Would strike a very serious biow at the principle of arbitration. Yet, it appears not only that powerful influences are at work iu the United States to impeach the award on perhaps the most important point, but also that these influences mevt with a certain amount of encouregem ent withthe executive at Washington. It must be remembered that the British Government is a trustee of the rights of the Canadians. Toallowthe rights to be whittled away inthe teeth of the awards will arouse avery natural and justifiable indignation in Canada. The attitude of the United States as to the payment of damages and as to restrictions upon the slaughter of stale on land is not likely to make the Canadians more mild.
