—Uut of evil eumetimes, at least, comes good. The continued peace of Europe has for the last twenty years been largely de- pendent upon the attitude of France and Germany. Now that France, through pe!- itical discontent and the Panama scandals, and Germany, through her army biil, and the Loewe gun question, have both found sufficient domestic occupation, there is a reasonable presumption that the war spirit {t is becoming less and less hkely that the next spring, cr even the next fa!l, will witness war vp European soil. Come when it may, however, it will be terrible.

—The Monetary Times ef Toronto, in re- viewing the pamphlet which Mr. Wiman has issued containing a report of his recent speeches, makes the following comments :} But such athing as free trade with the UnitedStates, if it were obtainable under the new regime, as his preface to this pam- phlet seems to hint, must be at the expense of Great Britain mainly. That is is say : We ueed so much revenue. If duties be taken off the 44 per cent. which the States sell us owt of our entire purchases, we shall have to put the duties on the already heavily taxed 42 per cent. that Great Brit ain sells us and on the 14 per cent. imports we get from other countries. This Canada will nut do, Mr. Wiman appears to think she will, and he writes and talks ener- getically to prove that it would be a good thing for her. But we submit that Mr. Wiman is no longer a fit exponent of Canadian feelings. His point of view is changed. He lcoks at Canada from the standpoint of a New York busivess man. He thinks he is still loyal to Canada’s interests, but there are a few things he forgets. He does not make allowances for such a thing as sentiment, and British sentiment is strong in Canada. He forgets that many Canadians dislike or dis- trust the American methods of goverument. He forgets that there are some things Cana- dians think more of thana dollar. He forgeta that the people here think his proposal means annexation, and annexation they emphatically d> not want, The latest pamphlet of this restless polemist contains four addresses, de.ivered at four poiats in Eastern Canada ia

The Home Rule Bill. STATEMENTS MADE IN ENGLAND AS TO ITS PROVISIONS. Vanity Fair says that the Home Rule bill merely proposes the establishment of an Irish congress, composed of Irish peers and commoners, which will hold periodical meetings in Dublin and prepare measures to be acted upon by the Iimperial Parlia- ment at Westminster. Local authority is a be exercised by parish and county coun- cus. The Pall Mall Gazette says that the pro- posed new constitution of Irelaad is mod- eled on the constitution of New Zealand. The present form of Government of New Zealand, to which the Pall Mall Gazette refers, vests the legislative power in the | Governor and a general assembly consist- ing of two chambers, the first called the legislative council and the second the house of representatives. The governor has the power of assenting te or withholding consent from bi'ls, or can reserve them for action by the Imperial Government. He summons, prorogues and dissolves the Parlia- ment, He can send drafts of bills to either house for consideration, but in case of appro priations of public money he must firs: re- commend the house of representatives to make provision accordingly before any appropri- ations can become law. He can return bills for amendment to either house. The Legislative Council consists of forty- ene members nominated by the crown for life. The suffrage, so far aa the people of European blood is concerned, is practically based on residence.

Incendiary Fires.

The Watchman says: A fire of unusual severity occurred on the Central Line Road, Lot 3, on Wednesday night, 14th inst, at about 11 o'clock, whereby a vacant house and barn belonging to Mr. Michael Mur- phy, blecksmith, Montrose, were burned down. The fire was detected by Mr. Owen Finley. He at once gave the alarm, and, until! aid arrived, heroically fought the fiery element single-handed, but it is said that on account of the quantity of kerosene which had been spilled in and around the buildings, they burned very fast, and every effurt to save them proved unavailing. The fire is the work of an incendiary, who in his hurry to get away from the scene of his arsonic Geviltry forgot to take his oil can with him. It is only a few months since the barn, stock and farming implements of Mr. John O’Brien, of the same place, were consumed by fire—set, it being supposed, by a fire-fiend, also.

The Christmas Tree at the Convent on Tuesday and Wednesday night was liberal ly patronized. The lucky onea at the lottery were G. O'Donnell, who got the cana; Father Walker, the album; Mrs, Archibald McCormack, the lemonade sett; and Edison Stewart, the clock. The cakes were auc- tioned off by the gonial Postmaster and brought good prices. The gross receipts amounted to a handsome sum. The ladies of the Convent and managing committee deserve praise fur the very successful and satisfactory man er in which this— the great ocal event of the season—was conducted from beginning to end. Go'd headed canes are ali the rage just now. A short time ago a very handsome one, accompanied by an address which ap- peared in Tue Examiner. was presented to Col. Moore by members of No. 4 Battery. Since then, three more have been ordered. One of them has already arrived and may be seen cn exhibition in the show case of Mr. Hooper, Druggist, and is intended by the donors as a Christmas gift for one of the villagers. The other two are coming. Whe they are for has not yet been made public, but time will soon tell. The move ment is a good one. Canes are very use- ful to the aged as a means of support, and to the young and middleaged as a weapon to keep off the dogs. When made of ebony and gold they are ornamental too. Some, therefore, think that an effort should be made to relight the street lamps. The outside work on St. Patrick's Hall, with the excep'ion of the windows, is com pleted. The buiiding is a handsome and commedious one, and the workmanship re- fleets the highest credit en the contractor, Mr. James McEKuchern. Yesterday the flag steff was erected, the top of which bearsa well. shaped, bronze colored [ish harp, not the same, of course, but a true specimen, it is presumed, of “* The harp that once through Tara's halls The soul of music shed.” Rumor has it that the publication of the Sourls News wiil be discontinued at the end of the present year. From a local standpoin‘, this, if correct, is to be regretted, as the little News is always a welcome visitor among the villagers. The youthful editor, by writing up local interests, avoiding personalities and; gathering up the news, is fast making his, paper popular with the reading public. It is a therefore, thet the rumor is unfound.- ead, Licortaony Notes. Owing to the fine weather and good roads of last week, most of the farmera of this place succeeded in marketing their produce, and are now busily engaged in cutting their rails and firewood, The people of this and the surrounding settlements have cv-operated for the pur- pose of erecting a factory for the manufac- ture of cheese and butter. It is to be located at or near G:wan Brae. A suflici- ent number of cows and a large amount of stock have been obtained. Mr. neas Bailey, of Elmira, is staying around here. I understand that he is pro- specting on the advisability of starting a butcher shop in the vicinity, As Mr. Bailey is a thorough business man, I hope he may meet with that encouragement he deserves. His intentivn is to cut off the cattle trade from the North Side to Souris If he succeeds, Harmony will be able to boast of a butcher shop second to none in this Province. VuLoan,

The half-yearly examination of this school was held on Saturday, the 17th inst. The examination was conducted by the teacher, ably assisted by Miss Katie Power, teacher os Mermaid, Lot 48, in the presence of a large number of the ratepayers of the dis. trict.

The pupils were examined in reading, spelling, grammar, geography, history and arithmeiic, and their ready and intelligent answers showed that their knowledge, im those su! jects, is more than superficial, and reflects great credit on their teacher.

The ratepayers of this district are to be congratulated on having such an efficient and piiostaking teacher as Mr. Driacoil. This is the fourth year fer Mr. Driscoll in this school, and gvesto show that his services are appreciated,

One Wo Was Present, Cheese Factory at Murray Harbor North.

The cheese factory movement in this sec- tion is going forward. Last night we had the most enthusiastic meeting yet, at Cam. bridge Cross. Everyone has fallen into line and the word is *‘march.” Bye laws were adopted at the meeting, and directors appointed and empowered to correspond with Professor Robertson, and carry the good fight to success. Farmers now see it to be for their own benefit and their own prosperity that such an industry shall be started in ovr midst. Murray Harbor has been behind long enough, and will now, with due deference and without intended offence to other settlements, march right to the front, and stay there for ever and for ever.

A good deal of prejudice was in the early hours of the movement in our parts exert- ed against the participation of men of busi- ness. One fervent speaker saw that this would ruin the chances of the poor farmer, and give speculators the day. ‘Keep the merchants out,” he said ; **they will gobble you all up presently, and your dividends.” Chat inexpressible nonsense is now blown away. Farmers now see, not through a glass darkly, that euch a feeling would kil) any good movement, and bears selfishness and narrow-mindedness on its face.
