Resolutions Moved to Make Heads

of Departments Responsible.

Orrawa, June 1.~ Qa the motion to go into supply, Sir Charies Tupper moved the following resolution, merely remark - ing that he thought it would be found ac- ceptable to the whole House and that the Gevernment could not object to it :

The resolution was in effect that Ministers of the Crown haying entire con~ trol over public departments are bound to assume the responsibility for every official }act and not place the blame on ihe ? shoulders of subordinates.

Sir Wilfred Laurier accepted the re- solution, stating that the Government had no intention of disclaiming responsibility for its cfficers.

The Premier stated that Sir Charles Hibbert Tupper’s reflections on M-jor Walsh were conceived in wanton malice, and he had been forced to dismiss severa) officers with whom they could oot get along, and he was prepared to accept tLe resolution with all bis beart.

Sir Hibbert Topper called the attention ofthe Speaker to the statement of the Premier thai his charges azainst Walsh were cocceived in malice.

The Speaker eaid Sir Wilfrid Laurier’s langnage was most urparliamentary.

The Premier observed that he regretted Sir Cha:les H. Tupper’s conduét was such that hecould not describe it in Parhiameo~ tary languag>.

Sir Hibbert observed thatthis was ac extraordinary apology to come from a man whose reputation rested chiefly on his manners. He assured the Premier thai his Yukon changes were in tbe public

intereste and thathe made them because the public business was injariously attect- ed by drunkennese and immorality. He intended to prefer them again in a more solemn form on ano‘ her occasivn.

Some time ago, when Court Mount Stephen, Charlottetown, re- | ceived a cheque from Lord Mount Stephen | in recoguition of the bovor which they had conferred on him, some membre felt that we had made a mistake in not choosing Mount Stephen iastead of Stratacona ; bat when Bro. J. Gordon McKay, Finencial Secretary, presented to the Court a/| cheque from Lord Strathcona for the sum of one hundred dollars ($190) ell the mem- bers realized the more fortunate choice they had made. The communication from His Lordship which accompanied | the cheque was read amidst enthusiastic applause. Congratulatory speeches were made by many of the members, as well as by Bros. L. U.Fowler, Bigh Secretary, and Jamee R. E'liott, of Court New London, each of whom paid a bigh tribute to Canada’s great benefactor. On motion of Bro. D. N. McKay, eecorded by Bro. Keatinz, a committee consisting of Bros. A. Ferguson, C. R.,J. Gordon McKay, F.S., aod N. Campbell, R. S., was ap-

inted to draft a suitable reply to His Londbhip in acknowledgement of his liberal dovation. The officiel communi- cation from the High Chief Ranger, re- garding the proposed scheme of securing a Forester’s Ward in the new Prince Edward Island Hospital was then discussed by Brother*Fowler and several of the members. A vote being taken, the members were unanimous in favoring the annual payment of two hun- dred dollars. Notwithstanding the busy season the meeting was large, and every~ ove went home satisfied thatthe evening was spent to advantage.

Loxpon, May 31.—The Standard, in an editorial yesterday on the Alaskan bevo-~ dary dispute, says: ‘Lord Salisbury would be justified 10 refusing to assent to” the American demand that the umpire io an arbitration of a dispute should be chosen from among the citizens of an American state. It is to be hoped that the conference at the Hague will establish a permanent arbitration tribunal, before which the Uuited States could nanny refuse to plead its cause.
