Hoo. Mr. McDovald climed that the awendmenot introduced by Mr Shaw Iast bight was out of order e@ it imvolved the expenditure of a sum of money and could ovly emanate from a membér of tne Gov- eromeat. He asked for the ruling of the cbar.

Mr. J. A. McDonald claimed that the amendment was in order, a3 lt Was an amendment to @ reeo!ution introduced by a men. ber of the Government.

Mr. Sbaw sieo argued that the resolu- tion was in order.

The chairmao, however, ruled that the rerolution was out of order.

Mr. Shaw tnen submitted the following amendment :

Hon. Mr. Macdonald beid that the same objection apy hed to this amendment as to the other, and asked the chairman to rule it out of order.

Mr. Shaw, Mr. Campbell and other mem- bere ut tbe Oppositios protested vigorously agains the ruling ont of the motion, but the chairman did so despite their pro tesis.
