On Thursday, 9th inst., the citizens of Parrsboro, through their representatives the Town Councillors, gave to the Summer School of Science a right royal welcome. Of Parrsboro itself, Dr. Rand, in the course of his remarks, said that the landscape, the waterscape, the rockscape and the skyscape excelled that of any place with which he was acquainted, and the doctor has travelled considerably in America and Jurope.

E+ Tm LOCAL OPTION IN AUSTRALIA,

In connection with the New South Wales system of local self government practical effect has been given, but not very successfully, to the principle of local option. For many years there was a strong agitation in favor of local option, or the right of the inhabitaats of the dis- trict to coutrol the liquor traffic in that district, and on several occasions unsuc- cessful attempts were made to legislate upon the subject. In the year 1882, however, an instalment of the principle was included in the Licensing Act then parsed, which, with an amendment made in the following year, is still in force. These measures provide that in every municipality, or ward of a municipality, a local option vote shall be taken every three years, at the election tor aldermen, in which the ratepayers are permitted to vote either “Yes” or “No” on two questions: (1) Whether any new pub licans’ liceuses shall be granted during the coming three years in the municipality or ward in question; and (2) whether any removals of publicans’ licenses shall be allowed within the same period. A "najor- ity of over eleven--twentieths of the votes polled is required to make the vote opera- tive in the negative. The advocates of local option are not content with this partial adoption of the principle; they urge its extension to every electorate in the colony, all persons on tLe electoral roll to have the right to vote. They further pro- pose to place it in the power of 9 majurity of the electors to say whether licensed public houses should be suffered to exist atall, The extreme advocates of local option even contend that women should have the right to vote upon this question as welj as menand that public houses should be abolished without compensation to the

cupants or owners. Although the local vption vote is taken once in three years in

every municipality, or ward of a munici- pslity, the year when it is taken is not the game in all. In the 20 municipalities and wards where the vote was taken during 7895, only 4,449 electors took the trouble < wote upon the first question, and 4,395 on the second. No doubt, he says, we are gradually remedy- ing the defect of too few ships, but what is the good of building ships if you do not at the same time increase the number of men? This distinguished critic pledges his veracity as a man that if war were de- clared to-morrow a score of powerful war- ships would have to remain in port for lack of sailors and stekers to man them, and this for the sole reason that the gov- eraments of the day, Téry aad Liberal alike, fear to face the necessary experdi- ture and so keep the strength of the navy’s personnel below what should be the stan-~ dard, even in a time of peace.
