The immediate need for a training school will be met by an arrangement with the R. C. M P. who offer the use of th.ir barracks at Rockliffe and Regina. A permanent school would b: b-iilt later near one of the penitentiaries. Tl~e first men ‘chosen for training will be from ih‘ present penitentiary staffs, which include many officers with whose character and inter- est in reformotive policy the commissioner is will satisfied.

As regards classification and segregation, the habitual and hardened convicts will all be sent to the Kingston, Stoney Mountain, and St. Vincent de Paul penitentiaries, while young and eormeble men will be sent to Collin‘s Bay, lPrii-ice Albert and a new institution of the Bar- ‘stiil type in Quebec, Wl1lCl1 would leave more roam in St. Vincent de Paul for incorrigibles.

One onerous tax which thc Abbott Budget failed to touch at all was the sales tax. This tax, applying to thousands of articles in com- inon use, stands at 8 per cent. As it is passed

Suppose a housewife in an afternoon buys a‘ S5 alarm clock and a Sl0 handbag, SpCridS $2 ‘ i at the druggisfs for toilet needs, and Sl else- where for candy ond fruit juices, she has spent in all Sl9. Of this amount, thouqh she does not know it, $713 is Dominion tax.

The main objection to such taxes (and a host of others not mentioned, like those on rail- way tickels), is that, besides being concealed, l they fall with like weight cn all inzome groups and so bear hardest on people i-"lth small carn- ings. These people ri:c;f tooth-posts, alarm clocks, fruit juices, handbags and the comfort of tobacco just as much as the rich do. ln Can- ada they pay thc some tar. rate on these things as the rich. Taxes of this kind, called "re- gressive" by economists, are condemned by all authorities as illiberal; and it is no credit to a "Liberal" Government that they are in force in ‘f this country at crushingiy high rates.

Most of them were imposed originally, ofi course, in the wartime scramble for funds by any method and at any sacrifice of sound tax prin- ciples. Canada's tax system is a vast hodge- podge of l-cvies unrelated to equity or any dis- cernible economic theory, as Mr. Abbottzhas
