If the Leamiuer's grievances are well founded they are clearly entitled to the attention of the powers that be, but they do not affect the fitness of the recent appo otment, and it is scarcely fair to make the new Superintendent the target for shots

Mx. ARCHIBALD may be a very fit man; but he is no more fit for the position for which he has been selected than are sev- eral of the good and true men at present connucted with the Island railroad. The quest of the fitness, therefore does not arise, and we are net going to discuss it.

By this unexpected change, the people of Prince Edward Island are given to under- stand that, hereafter, no matter how well qualitied they may be for positions of henor and trust under the Dominion Government they must not hope for promotion or pre- ferment until the Cooks and Archibalds of Pictou, Colchester and Cumberland have been provided for, nor until Sir Charles Tupper’s long list of Nova Scotians have been exhausted. If reciprocity in these appointments had ever been recognized we would not have complained. This, how- ever, has never been the case. ‘The people ef Prince £dward Island have been treated in the matter as if they were serfs and had no rivhts which should be respected. Are they prepared to submit, without an effort to emancipate themselves! If the expres- sions of approval which we have received of the course pursued by the EXAMINER, since the change was so suddenly sprung upon the community, is any indication of their feelings, there can be but one reply. As might have been expected, party dif- ferences are sunk in tke determination to prevent this Province being made a Nova Scetia preserve ; and we pity the represen- tative who fails to do his whole duty in the premises.

Islander’s Ability Recognized—But Not in Their Own Country.

He_might have added that , Prince Edward Islanders have the «bility to compete successfully for honorable positions in the Civil Service in India, for the best scholarships in the National Universities, for al. kinds of positions of honor and emo lument in other countries. But if they re- main here they have no chance of success or premotion in the Civil Service of their own country. Let an Islander in the employ of the Island Railway, for instance, be never so attentive to his duties, never so efficient and deserving of promotion, his chances are cut off by the scions of favored Nova Scotia, and other Provinces. Ability in the Islander, which brings him success and honer abroad, counts fer nothing at

home. a —— Charlottetown Hospital. Tur Charlottetown Hospital has now

been open just a year. By ita long felt want las been in part, at least, supplied. The nursing freely affurded is spoken of in terms of the highest praise; and the phy- gicians of the city bave been unremitting and enthusiastic in their gratuitous ser- vices. Butthe want of a larger and more suitable building and better appurtenances, is felt; and we hope that the public will not be slow to meet it. Defective Locemotives.

Ov attention has been directed to the defeciive condition of some of the loco- motives now in use on the Island Railway. Several irritating, delays have recently occurred; and@it ds said that the cause is—‘‘ worn-out engimes’” and that these engines aro used, particularly, on the eastern end of the line. We learn tiat new % engines, which should have been here in

a May last, are still at the factory in King- | ston. We trust the new Smperintendent will iiamediately give this mratter consider- ation, and have the engines supplied before

¥ the winter sets in. We are told that it will

be next to impossible to keep up anything like regular travel during winter with only the engines now in use. «~<«—>.,

Duties of the New Superintendent.

Mr. Arenisatp will perform only the duties appertaining to the office of Super- intendent. Some one else will, ot course, be sevt here as Engineer. Whatever doubt

competent for the dual position held by Mr. Macnab, there is none whatever that we have men able to do the duties of either Supe:intendent or Engineer. But however this may be, our representatives should have been consulted, and there should be reciprocity of offices between the Provinces.

Cause of the “Unexpected Change.” We learn that the “unexpected change was the result of a letter from Mr. Macnab, asking to be relieved of the dual duties of Superintendent and Engineer, which he found required such close at tention on his part that his health was being injured. We regret the cause ot

the change—and the result.

To Correspondents. Tue clearissue in thiscase is: shallthe Island be treated by the Government, as though it were politically ina position of equality, with Nova Scotia and other Provinces, or shall it be treated as though its people and claims are of no account whatever, except as a convenience to Dominion officials in the other Provinces. Our correspondents will oblige by contining themselves to this issue. They may take either view of the case. Any man who thinks the Island must because it is small, be outside the circle in which oficial promotion gues on, and be without the outward and visible signs that its people are Canadians, will please let us know who he is, and where he may be found.

‘Tur race at Summerside, on Wednesday last, between A. N. Large’s ‘*‘Messenger Boy” and Newton Lee’s ‘‘ All Right,” was easily won by ‘‘ Messenger Boy” in three straight heats. It is said by those who saw the race that ‘‘ All Right” could not run as fast as ** Messenger Boy "’ trotted.

On Wednesday night a young man about retiring, upset a kerosene oil lamp the oil from which saturated his clothing and caught fire. He alarmed the household, who on arriving assisted him to take off the burning clothes but this was not done before his legs, hands, and parts of his body were badly burned.

Tue funeral of the late James J. Heartz, which took place to-day was very large. It was attended by the Militiasand the fire com panies of the City (in uniform,) headed by the Hand of thé S2nd Battalion, playing the “* Dead March.”

Banp Concerr.—The band concert adver- tized tor Thursday evening, in the Drill Shed, was postponed until further notice, owing to the sad and accidental death of Mr. James Heartz, whilst marking at the Kensington Rifle Range, on Wednesday. DIED.

At Rocky Point. on Sunday, the 3ist Oct., in the 91st year of his age, James Louis, an old and respected Mic Mac Indian. He was born in Cape Breton, but moved to this Island in the 14th year of his age, and for the last ten years has lived with his son Peter. He was confined to the cabin for the past six months by acute pains in his points ; but he spent his time uncomplainingly in praising the Lord for all his mercies. May his soul rest in peace.
