Anagst or tue American Conson at Havanna. —Wasnineton, Sunvay, June 9.--Official despatches were received to-day announcing the imprisonment of Mr. Campbell, the American Consul, by the Spanish suthorities, in consequence of his interference in behalf of the prisoners taken by the Cubans. A cabinet council was held to-day on the subject, at which three of the members advised the President to act on his own responsibility, but Mr. Clayton and three others advised the consulting of congress. Mr. Clayton has accord- ingly been engaged this afternoon im drawing up a ® message. |
