The efficiency retnrns of rural corps, published in this issue, show considerable | discrepancy in marking in different districts, | it was understood when inspectors of in- | fantry were appointed, that there would be some uniformity in the value of credits, but by this return it would appear that the | S2ad Batt. is far more effivient than most | of the Ontario and Nova Scotia corps, For instance the 82nd Batt. figure of merit is 164.56, while the 45th Batt. is 132.52. A glance at the condition of the 45th Batt., as shown by the last Militia List, corrected to Uct 1, may give the canse fur their not coming upto the Prince Eiward Island standard. The es'ablishment calls for two mejores; there are none; six captains are allowed; there are only five, and but two of these hold firet-elass certificates; lieutenants there should be aix; there are but four, and three of these are provisiona’; of Zod liéu. tenants every one of the seven are provis- ional. Yet this is the battalion that the gallant and grave Lieut.-Col. Hughcs offer- ed to the tmperial Government, with the object of assisting to upbuild the Britich Empire and for service in any part of the globe. Surely it could not have been thought that the Imperial Government would awail themselves of Col. Hughes’ offer, and it would appear more like a clever “fake” to recruit the 45th West Durbam Batt. of Iofantry, rether than with anv serious idea tbat his offer of the “45th Victoria Midland Regiment” would see service inany part of the globe otlrer than Kingeton. Lieut.-Col Hughes ob- tained the Jub:lee Medal—in some way— but his name is barren of war service. There is no cross swords to shew that he helned to upbuild the Empire during ‘the Fenian Raids of 1866-70, the Rad River Expedition, or the North west Kebellion, 1886. The Victoria Warder tells us that the offer of Col. Hughes hae been received and favorably considered by the authorities to whom it was addressed, and at the same tire intimates that this same gallant officer sails for Australia via Vancouver ia two or three weeks,
The other day when the Governor- General and Countess of Aberdeen visited Charlottetown, a district order was iseued for a guard to receive their Exceilencies. The order for 100 ranks amd file besides the neceseary num ber ot officers and aband. It was» pity, indeed, the guard was not up to the standard of excellency befiling the occasion for which « was ordered. The men were of good physique, as mori Prince Edward Islanders are, but being drawn from diferent arme of the service, it looked, to the uninitiated, ‘ike « strip of crazy patch work. The biue coats of the artiilery, scarlet aud gold of the engineers, ‘and the red coate of the infantry, formed up in the cther named. The infantry be- ing @ rura) corps, was armed with long Snider; the artillery, being aleo a rural conpe, lined up with short Sniders, and the engineers, a city corps, paraded with the Lee-Enfield. Then the aawieldy «word bayonet graced the muzzies of theartillery- meai’s rifles; the long, old-fashioned bay- onet did duty for the red coated continger t, and the modern short bayonets were, aprepor, of course, with the engineers. The only thing which seemed to harmenize, and { am pleased to give due prominence to tbe fact, were the well blackened boots ot both officers aud men. & was going to sav, too, that the perade wore white hel mete throughout; bat the band of the 82ud Batt., which rae on duty forgot their helmets and wereon parade in forage caps. It is mot known what Hise Excellency thought of the guard; but ae it passed the keen eye of our D. 0. C. wethout unfav orable comment the general taxpayer at Jeast wil! have to be satisfied. The guard was in command of a v. b. captain.

Vivian and Ceto on Sunday night on the north side'of Cape John. the Vivan was owned by Captaia Peters and Reynolds Harrington, ofSydney. She was99 tons, and was built et Lunepburg ia 1883. no inewranee on her. The cargo of coal was for Cape Tormentine. The Ceto was built at Port Medway, N.S., in 1889, and was 95 tons.
