Politics in Germany.

Wituiam II. has fallen upon evil times —for autocrats. His recent Brandenburg apeech has been criticised almost ss freely asif he wasnotthe Kaiser. If the tele- graphic news te true the leaders of National-Liberaland Freisinnige Parties in Reichstadt, have been exchanging con- tidences with a view to eoncerted action against the Emperor's absolutism. These parties have widely divergent programmes. But they intend to unite and show the Em- peror that he cannot carry matters with too high a hand. It is said that the question discussed in the lobbies of the Reichatag has been what plan of eampaign cught to be adopted against the Government. The leaders of the Freisinnige party want to challenge openly the pretensions of the Emperor by raising a debate in regard to the pending press prosecutions. The more cautious National-Liberal tacticians, how- ever, advocate the adoption of a pelicy of obstruction in the Reichstag and Landtag in the consideration of the estimates, using whatever constitutional checks the deputies have on the Government in granting «r withholding munoy. This latter policy has already been adop’ed in respect to an appropriation for the construction of cruisers and corvettes. the Reichstag hav ing refused to pass it.

While domestic affairs are thus compli- cated, the relations of the Emperor with the outside world are not apparen'ly very cordial with either England or Russia. The Czar is reported to have responded tu his threat to “pulverize” Russia by the re mark that he wonld have “pleasure” in throwing a half million of man across the

German frontier These compliments may, perhaps, result in action. A brush between the two nations would, probabiy, have the effect of mdding both autocrats of some of the trovblerome domestic questions by which both are worried.

Yesterday being the feast of St. Thomas Aquinas, the great C.th: lic theologian and philosopher, was celebrated, as usual, in » mt befi ting manner by the faculty and students of the Ottawa University. On Sunday evening the stadents of the facuity f theology gave an entertaiment, consiat- ng of dissertations on subjects of Christian jvctrine. Yesterday morning His Grace the Archbishop of Ottawa celebrated pon- ‘rtical high mass in the university chapel, and immediately following there vas a pub- lic philosophical discussion in the academic hall. D. Murpby, B.Ph , president of the St. Thomas Academy, delivered the opening address) Mr P. Cullen, ‘93, then read a thesis “On the Nature of Logical Truth,” which, together with the Thomist dostrine with regard to skepticiem, he de ended against the objec- tions advanced by Friara Maurice and Seb- astien. Following this was a dissertation on * The Right of Private Property,” by J.T. McN.lly, B. Ph., who had to answer the objections brought forward by D. Murphy, B. Ph., and A. Charron, B. Ph. Che discuasion showed on the part of the dieputants much familiarity with the Latin tongue, and with the syllogistic form of argument, and a full knowledge of the sub- ject treated. Business men are complaining of dull times at present, but I think this cau be attributed to the almost impassable state of the roads. The pitches have been awiul, but we must give praise where due. The overseer between Victoria and Crapaud Corner has done faithful work in leveling pitches and opening water drains, but this much cannot. be said about overseers in other sections.

The petition asking the Local Govern- ment for a small grant fer our Local Exhi- bition is being numerously signed, and I have no doubt when presented it will re- ceive due cunsideration,

The Crapaud Literary Society is likely to become « fl -urishing institution, as some of our most prominent men are taking an active part,
