Iu Charlottetown and Ro alJty there are but two Polling Division, but these divisions have been sub-divided into districts, and it is not necesssar) that a poll tax voter should reside for twelve months in the district wherein he votes, but he must have resided for twelve months in one of the polling divisions, that is either east or west of Great George Street.

This rule does not apply to any but poll tax voters. Tenants and property owners may cross and re-cross the street withoyt losing their votes,

The Government of (Quebec is taking steps to separate the idiots from the insane in the public asylums. "Suffering and Destitution. A TERRIBLE TALE BROUGHT FROM sOUTH DAKOTA BY A REVORTER,

A recent despatch says: A reporter, just | returned from the north, brings a tale of terrible suffering and destitution in nine- teen counties of South Dakota, gathered from eye-witnesses. The failure of four years’ crops has reduced those formerly well-to-do to the direst distress. Many thousands of families lack the means to purchase the necessaries of life. The con- dition of the people in Kingbury and Minor counties is heartrending. In the latter county they have no flour. They live on a scant supply of badly-ground cornmeal. Every farm is mortgaged heavily. Most of the stock has been sold by the sheriff et ridiculously low prices. The women and children have pinched and meagre faces, and in many instances are unprovided with proper clothing. The railroads have given out a little coal where it was most needed. Oreo
