The New York Herald publishes the fol- lowing despatch from its London corres pondeut :—Those who imagine the Sack- ville incident is ended are greatly mistaken, and, from what I learned yesterday, it may result in a serious diplomatic controversy. The first intimation that the incident had assumed new features was given by Lord Randolph in the House of Commons on Thursday, when his question came up as to whether further communications had been received by the foreign oftice from the gov- ernment of the United States, relative to the conduct of Lord Sackville, and if so, whether such communications would be laid before parliament prior to the discussion of the civil service estimates. Sir J. Fergu- son, in reply, stated that a note bad been received from Mr. Phelps a few days ago It has been referred to Lord Sackville for any observations be might wish to make upon some of the matters it contained. He suid the correspondence could not be pub- lished until it was compiete. Although the foreign office guards its secrets well, | have been able to learn that the note referred to by Sir J. Ferguson is one of great im- portance. In it the United States protests against Lord Salisbury’s policy in refusing to send a Minister to Washington in place of Lord Sackville. It was placed in Lord Salisbury’s hands ten days ago and its un- compromising tone must have opened bis eyes to the grave difficulties which confront him. The United States not only refuses to modify its attitude in reference to Lord

Sackville, but refuses to be bi yycott- ed, and then makes it very clear that if anything of the kind is tried

the boycoiting will not be on one side. It is said that Mr. Phelps has intimated that his mission will be of short duration if Lord Salisbury persists in his present course. Itis understood that Lord Salis- bury is resolved not to recognize the Unit- ed States until the republicans come into oftice, and he will have no further relations with the democratic party. It is unnec- essary to say that this policy does not meet with the approval of his political colleagues. They see that ifhe is going to lead his country ito anvther Egyptian war, and in- vite a rupture with the United States, his ery of *‘ save the union” will not save the government from defeat. es ee

Live Stock in Winter.

Frosted bits should never be put intoa horse’s mouth. As the freezing days come on, this matter should be kept in mind.

Grooming should be thoroughly per- formed on every horse at least once daily. Never groom a horse in its stall while the horse is eating, but take it out for the pur- pose. Otherwise the dust and dirt which fill the air become mixed with the horse’s food, making it unpalatable and unwhole- some.

Horses should be kept well shod and sharp while they are worked on roads slip- pery with ice and snow. Inattention to this point often costs lameness and suffer- ing to the horse and loss to its owner. Rub the legs and particularly the heels dry with

wisps of straw when the horses come in from work in rain or snow. Obstinate cases of scratches come from neglect of this.

Soiled bedding should be kept through the day away from the stalls. If piled under the mangers the horses are com- pelled to breathe the offensive ammoniacal odors, which are injurious to their eyes, lungs and general health. Many a horse has learned the habit of pulling on his halter through his efforts to get away from the smell of soiled bedding.

Horses and oxen should be fed upon a fair maintenance, and not allowed to run down. Those which are quite idle will do well on hay alone, but ali animals kept at work should have moderate feeds of grain.

Milch cows besides generous feeding should have a daily carding. Winter dsivying, if properly managed, is often

protitable. The saving of the manure is not the least profitable item of the busi- ness

Shelter is indispensible for success in keeping stock. If you should pass by the field of a slothful man, on a wintry day, and see his cattle humped up and shivering around @ straw stack or in the fence cor- ners, you will be pretty certain to find their owner at the nearest grocery, with a black pipe, in his mouth, erguing that farm- ing doesn't pay.

Jorn fodder, if sound and well cured, is excellent feed for cattle. Where there is any great amount of it to feed, it will pay to buy a cutter and crusher. If fed whole the butts are not only rejected by the cattle but they make very awkward work of haul- ing and spreading the manure.

Sheep need a good. shelter to keep them dry. A close unventilated stable is not as good for them as a more open one, provid-

American Shipping.

The words vavy and shipping are apt to excite the ire of the average citizen of the United States. The reason 1s obvious, for Uncle Sam’s navy is in an unsatisfactory state, and the decline of American shipping in the carrying trade of the world is a sore subject with him. Inthe annual report of the Secretary of the Treasury it has to

be admitted that while the trade of the country has increased, the proportion carried in United States vessels has de-

creased from over 75 per cent. before the war to less than 14 per cent. at the present time. Over 80 per cent. of the trade ef the United States is done through the medium of foreign vessels, chiefly those of Great sritain.
