Divorced Father Held For Murder

OTTAWA. Oct. 6 —(CP)— The Civil Service Assembly of the United States and Canada said today it is "opposed" to employ- ment of Communists-in the public service “on any level."

The 600 delegates attending the Assembly's four-day annual con- ference approved a resolution that Communists and Communist-dom- inated organizatlons be denied membership in the Assembly.

Blaine Hoover. personnel director for ihe Chicago park district and now on loan to the United States administration in Japan. described Communist infiltration in the Japanese civil service.

Although Communists were "thin slice" of the Japanese population and had never been “much of a factor" in national politics. never- theless this small minority went to work in the early days of U. S. occupation.

"Led by men who could shout. the Communists gained control of some governmenl unions and then. under a system of pyramided elect- ions within the unions, this Com- munist group with its program of stzilre. struggle and sabotage. came into control of some of the largest unions in the government."

Russia. on the other hand, has indicated that she contemplates only occasional or periodic in- spec-tion, rather than a detailed. continuous inspection, Further- more. the Soviet has objected to international ownership oi atomic materirls and processing plants.

Russia also has steadfastly de- cried the majority's reccrrmmda- tion to take the atomic control question outside the U.N. Security Council Until that is clone, Rus- sia retains the right to veto any control measure that is projected.

There is no indication that Russia now is ready to make the decisive step toward agreement. which would en-tail Russian ac- ceptance, without reservation,‘ of unlimited international supervis- ion of all the uses of atomic en- ergy, for war or peace.
