—The report on the recruiting of the Briti-h army during the first seven month: of this year, which has just been issued by the inspector general of recruiting, is saic to afford military men very considerable satisfaction. Considering the very unsat isfactory state of affairs in this regard in late yours, the satisfaction is mostly com parative. During the first seven months «1 this year, 23 067 recruits were raised. against 19 050 during the same period of 1891. The returns show that where on August 1, 1891, there was deficiency in
Senate recommending the ratification of che Fisheries treaty of 1888 Mr. Cleve- land said: *'The treaty now submitted contains no provisions affecting tariff duties, and it was considered more expedient to a'low any change in the revenue laws of the United States to be made by the ordinary ~xercise of legislative will, and in promotion of the public interests.” The policy then enunciated may be expected to govern Mr. Cleveland’s policy in the n-xt four years, and we cannot, therefore, anticipate the conclusions of a reciprccal treaty of trade between the two countries. But what we may with a god deal of confidence count upon is the modification cf tariffs in the interest of freer commercial relations, Mr. Cleveland is on record as favoring friendly relations.
