Sir,- Am I to naderstand, from your re- marks in Mondsy’s issue, that in the event of the Scott Act being defeated at the efection in January next, the Legisla- ture will not pass a Liceuse Law? Your reasoning is in this form: Because there is a Liberal-Conservative mejorty in the Lower House and a Grit majority in the Upper House, it is hopeless to expect that the Legislature will give the citizens of Charlottetown a License Liw regulating the sale of liquor. Why there should be any opposition to a bul having for its ob- ject the better regulation of the liquor traffic, 1 fail to understand ; and what rea- son our legislators will offer for their re- fusal to pass such a law, I would like to hear. Surely the men we send to Parlia- ment will not be guilty of an act coutrary to all precedent aud so detrimental to the good government and morals of the people. ; They will not, after they meet, I am sure, ’ leave the city one week without a License Law. my Opinion, au absurdity, of the Scott Act, it is their duty as good, intelligent men io enact a License Liw. Let there be no fear on this head. It is all moonshine. Did you ever hear of any country on the face of the civilized globe permitting the sale of liquor with license / As a public journalist, you have always had the interest of the people at heart; and upon this point you will, I hope, en- lighten them. Sir,—While every law abiding citizen is brimful of fear and dread of the tire fiend, a matter, though small! in itself, is lost sight of by our Water Commissioners. I do not refer to their drawing their anual allowance (that will not be lost sight of though the town burn down, or we have a corpse at the pumping station) but tu a plank ten inches wide, at the foot of a steep hill, which serves as a crossing between the Engineer’s residence and the pumping sta- jtion. Sin,—If the manufactured goods of the States be admitted into this country free, what would be the result? Simply the closing of many manufacturiog establish- ments, and who would suffer more thereby than the farmer?
We mu-t not close cur eyes to facts, for we know very well the home trade is much more profitable to the farmer than the foreign, and anything which tends to re- duce the fair protits of the manufacturers must of necessity restit in a general lower- ing of wages; there, again, the farmer would be the greatest sufferer, becanse the consequence of a general lowering of wages would mean lower prices.
But by fostering home manufactures and encouraging immigration to larger extent than heretofore, ycu are more likely to develop the great resources of this country, thereby making it more self-supporting and independent.
If we had free trade the result would be direct taxation; and who would grumble more than the farmers ?
We know very well the revenue of the country must be raised somehow, and [ contend that if 1s much more convenient for the struggling tradesmen and others to pay it in the indirect form than the direct.
Again, had the people of the States adopted free trade, s:y 40 or 50 years ago, do you think their country would have been in sucha flsurishing condition as it is at present? | contend not; it is entirely

I notice some of our newspapers think jthe farmers great sufferers in consequence: ‘of our restricted trade with the States. | This, { think, is quite g fallacy. Since my ‘coming to this country’ I have travelled over the greater part of Ontario, and from observation | do not think the farmers are so badly off as they are represented ; of course, the farmers being a large class, you must, and will, find some who will be un- successful, as in any other branch. * | My opinion is that some fail from want of knowledge and energy, and others from extravagance, It is nothing unusual to find a farmer in a sma!l way possessing a fast trotter aad a fire buggy, the buggy most likely bought on time, as most of his implements are, thereby costing him from 20 to 25 per cent. more than if he had paid cash for same ; and the fact of his possess- ing a fast crotter is often the cause of his neglecting the farm. Now, i have nota word to say against a man having such, and other luxuries, providing he can pay for same witbout impoverishing his basiness. There is another thing 1 have often noticed that is where, comparatively speaking, new machines have been left out in the tield to spoil, instead of being cleaned and put ‘under shelter until the following season ; it this plan were adopted the machines would last as long again, thus effecting a great saving to the farmer.
My advice is that we continue as we are. We are making very rapid progress, and I doubt very much if the States, when her population numbered five millions, was in such good form ; possessing such grand in- stitutions, law administered so justly, and the people so contented and law-abiding as the Canadians are to-day.
