'o'rrAwA. tCP)-Five of Cana- da's 10 provinces have not touched I penny of more than 52,000,000 in civil defence funds offered to them by the federal government in 1952 and 1953, Maj.--Gen F. F. Worth- ington said Tuesday.

The wartime tank expert, now national civil defence co-ordinator, said Ontario. Quebec, New Bruns- wick. Nova Scotia and Prince Ed- ward Island could have had the money on a "matching grant" basis. He explained that the fed- eral government is willing to put up one civil defence dollar for every dollar put up by the prov- lnces.

The seriousness of the housing problem in this city was pointed out to the City Council last night by Mr. Brendon O'Grady. a mem- ber of an unofficial committee studying the matter He told the Council that it was now not only a health problem, but a moral, social and civic one as well. - He Particularly drew attention to the plight of the middle-income group of wage earners who rent houses or apartments. These practically had to be taken onithe terms laid down by landlords with little protection for the tenants.
