an initiative impulse to the course of government. China’s government, in spite of its despotic apex 1s broadly democratic at its base. The people belong to the soil and the soil to the people. Each family, including the dead with the living, has its share of Chinese soil which is its grave a :d its altar, and which is secured to it. ‘The civil unit of China is not the individual but the family. group of families and each district a group of communities. Official rule begins with the district, ‘ hsien,’ about | the size of an English county, and has a magistrate called chi hsien, who fills ali the official duties of the district as well as enforces the law. A group of districts forms a ‘department,’ ‘fu; which is ruled bya ‘local governor’ called a ‘chi fu,’ or perfect. It was the chifu of Chifu, in Shantung, who who gave assurances to the admira's at thai place that any attempt at insur- rection there would be put down by the troops. The trouble is that the chifu m‘litary authonty and his pledge is not worth much,
The next highest official whose title will become very familiar to readers of the news from China, probably, com- mands militia, and is generally looked to, theretore, by foreigners to preserve the peace and protect them. This official is ealled the ‘taotai,’ or intend - ant ofa ‘circuit,’ which comprises a group of districts. He is the pivot on which all the business outside of ter- ritorial admistration turns. The taotai of Chifu, who expressed the

official of some power, therefore, and may be of use if he is sincere. The taocai of Tientsin is an official of high responsibility, Tientsin being an enor- mous city and the door to Pekin. The next highest official is the futai, or governor, of one of the eighteen provinces. Each of these proyinces, as each ofthe districts, departments and prefectures which go to comypese |’, is autonomous within its own sphere. Each of the provinces has its own army corps, its own civil and military ma- chinery, its judicial and penal system and its governor, who collects and administers the peace of the province and remits the tributes; there is little interference from Pekin within the pro- vince. In fact, if there is any interfer- ence which seems to the Chinese peo- ple to infringe upon their rights they resist the officials and cast them out, so that an insurrection easily grows, and a governor of a province generally prefers to have a new official appointed rather than’to set the heather on fire. It is for this reason that the punishment of offences against missionaries and teachers in inland provinces is so diffi- cult and slow, and inadequate, or is so misdirected when it arrived. ‘There is still another grade of official called a ‘viceroy’ by foreigners, who is really a guvernor-general, and superintends the affairs of two or more provinces, or of one very important province, as in the case of Chihli. ‘There is the vice- royalty of Chihli, held by Li Hung Chang for twenty-four years, the vice- royalty of Kiangnan, including Kiangfu, Nganhwei and Kiangsi, whose capital is Nanking, at present held by

and by the interests of each, which are kept distinct from these of all others. |
Thus there is no national unity or patriotism among the people, only a common hatred of the foreigners and of the Manchu dynasty at Pekin. Thus it is impossible for the Emperor to raise a great national army with men from each province, though a governor may try, if the people show any willing- ness. to despatch a few troops to a neighboring province in case of need. But there is no army system, no trans- port arrangements, no military union among the provinces. The sovereign may disgrace governors and other provincial officials, but if the officials find the people unwilling to obey the behests of Pekin and it becomes dangerous to attempt to enforce the commands of the Celestial ruler, there is no way in which the Empress can enforce her wil! though she has the absolute power of life and death when the people happen to be willing to obey her commands. This lack of cohesion and unity of the provinces accounts for the fact that while one or two provinces of China may be at open war wita European powers others are not involved at all, and the provincial governors and foreign diplomats main- tain a sort of friendly neutrality.— Witness.
