Canapa’s Cosvicts.—The annual report of the inspector of penitentiaries for 1888 shows that the number of convicts in the Dominion penitentiaries declined from 1,550 to 1,004 this vear. The inspector recommends the adoption of indeterminate sentences as a means of reforming convicts.

Mr. Purcell introduced a bill to make provision for the protection of persons em- ployed by contractors engaged in the con- struction of railways under acts passed by the Parliament of Canada. He explained that the object was to assimi- late the Canadian to the English.

The Jesuits’ Claim.

Orrawa, Feb. 20.

A private telegram from Rome states that the Pope hasjequally divided the $400, - 000 voted bythe Quebec Legislature as com- pensation for the confiscation of the Jesuits’ estates. He gives to Laval University, Quebec Branch of Laval at Montreal, to the Roman Catholic hierarchy for the pur- pose of higher education, and to the Jesuits it is reported his Holiness declines to allow the incorporation policy.

Lonvon, Feb. 20.

In view of asking credits.for defences, the Queen's speech at the opening of Par- liament will emphasize the fact that Eng- land’s relations with all ether countries are not friendly. The amount of credits will not be stated. In addition to the bills left {rom last session, Scotch local government and supplementary English local govern- ment measures will be announced. There will be au allusion tothe sugar bounties and gold coinage.

It is now believed there were not so many in the building as at first supposed. Up to 3p. m., no more bodies had been recover- ed. The impression is gaining ground that the remains of Whiting are entirely burn- ed. The injured at the hospital are doing well, but none will be discharged for sev- eral days.

Closer Trade Relations.

Sypney, N.S. W., Feb. 20. All Australian Colonies concur in the proposal that the conference for the pro- motion of closer trade relations with Can- ada be held in Australia. Premier Dibbs will send a telegram to Canada, suggesting Sydney as the place of conference.

Sports ay THE Rixx.-—The sports which | are to be held in the Hillsborough Skating , Rink to-morrow evening will be very interest- ing. They consist of a half-hour race, tor which there are four entries, and a barrel aud hurdle race, the amusing feature of the | evening, for which there ar also four entries. In this latter race, barrels are placed on one side of the Rink and hurdles on the other. The skaters go through the barrels and leap over the hurdles. The race for voys uader 14 years of age, one and a half miles, will also be a good ene. The public are permitted to skate until nine o'clock, whea the races will be catled. ;
