QUEBEC. July 13- (C?) -St. Lawrence River tides, rising and failing slowly. today rocked the 20,000-ton liner Franconia in a lnng see-saw while efforts to drag the big ship free of the rocky shore of the Island of Orleans proved fruitless.

Steering Failure?

While no official opinions were expressed in Quebec about the cause of the grounding. some navigators said descriptions of the happening indicated a steering failure.

They said the Franconia appear- ed to swing unusually wide of the incoming liner Lady Nelson which it encountered a short distance from the channel on the south side of the island of Orleans.

They said the Franconia appear- ed sluggish when the time came to turn to starboard into the St. Lawrence River channel.

OTTAWA. July 13-(CP)-Can. ada, sobered by the implications Of Korea. is preparing to boost her defence spending substantially and accelerate the growth of her airpower this year. it was learned today.

The record S-125,000,000 defence budget passed by Parliament re- cently is expected now to be markedly increased by supplem- entary estimates to be tabled be- fore the end of the fiscal year on March 31. 1951. No final plans or flgures are yet available but it is anticipated they will run beyond S50.000.000.

The stepped-up plans are aimed primarily at the defence of Can- ada herself and reflect fears that Korea may be only the start of bigger things. But aid to Korea will also cost more.

WASHINGTON, July 13 --(AP) -(President Truman today predict- ed the Korean Reds will be driven back to their own territory.

Truman also told his press con- ferenoe he is considering a re- quest to Congress for more money for military purposes in the near future.

Earlier, the Senate armed services committee unanimously approveda move to speed delivery of several billion dollars worth of combat; planes.
