There is reason to suspect that the furore which has been raised over the_entry and sale of Canadian potatoes in the United States this year is largely political propaganda. At any rate, according to a Washington despatch published in The Packer, a U. S. trade weekly of national repute, "current alarms over the importation of Canadian potatoes appear to be unwarranted. The sources quoted are "trade and ‘IQSPOIISIDIC larm organization leaders", who dismiss this problem as "a hardy annual that comes up with varying intensity each year about this time. The articles adds that "latefl "i1P°"T _l'9_“"5 from the U.S. Department of Agrlculfil" strengthen these. opinions, showing that only 206 cars of Canadian potatoes entered the U. S. in the week ending October 2, while at the. same time domestic carloadings totalled approximate- ly 8,000 cars."

To quote further from The Packer's Wash- ington despatch: "The basic problem surround- ing the annual influx of Canadian import ‘cen- tres ‘around distribution of these imports ill a few metropolitan markets, which occurs When the Canadian imports enter the country at the reduced tariff rate. The first million bushels of Canadian potatoes can be imported at the rate of 37 I-2 cts. per cwt. When that quota is fill- ed, most of the current friction will isappear."

lt is pointed out that as the Canadian sur- plus is reduced to the domestic need, the price level probably will strengthen and the higher tariff rates of 75 cts. a cwt. on U. S. imports in excess of one million bushels will come into ac- tion to remove whatever price advantage that now exists.

"Another factor," says The Packer article, "which is overlooked in the current criticism of the Canadian imports ls that there is a broad and strong preference for Canadian potatoes for seed-stock. Canadian certified seed potatoes have a quota of 2 l-2 million bushels at a re- reduced tariff rate. Certainly, it is argued, part of the current importations from Canada repre- sent seed- stock requirements from areas such as Florida where planting is now getting under way

The article discounts the feasibility of tar- lff commission action in barring Canadian im- ports on the ground that this would setla pre- cedent for similar measures against U. S. imports into Canada, and concludes significantly: _

"There is a strong suspicion in farm circles that the current heat aroused by a relatively inconsequential import of Canadian potatoes may be influenced by the national political cam- paign. These leaders believe that the perish- a-ble industry will best be served by calm cori- sideration of the situation, and that there is nothing to warrant any sensational exposure of, an annual problem which ultimately can be solved by saner methods."

"ln a recent study made in the children's section of the St. Paul, Minnesota, Public Li- brary, Anne of Green Gables ranked llth. in a list of I00 all-time favorites picked by children for themselves," reports the current Royal Bank of Canada Monthly Letter in an issue which is devoted entirely to the fascinating subject of "Books and Reading."

The Letter describes the heroine of this first book of our famed Island authoress, L. M. Mont- gomery, as "one of the best known and best loved characters in Canadian fiction." lit quotes Mark Twain as saying that Anne was "the dear- cst and most moving and delightful child since Alice In Wonderland", and adds that many thou- sands have agreed with him.

Reviewing the present field of‘Canadian lit- erature, the Letter finds ground for encourage- merit. Canada is now producing I00 works of general literature annually, including some of international importance. Writers here, how- ever, get very little help from anyone. The Gov- crnor General’s Annual Literary Awards bring honour to the winners, but no cash reward. Apart from the Davis Awards in Quebec, no Dominion or Provincial Government gives Canadian writers anything at all. There are no fellowships, no grants nor even much encouragement. The Ca- iiadiari Authors Association, kept alive for the past 27 years by the voluntary work of mem- bers, could do a great deal to foster writing and spread a love of Canadian literature if it were adequately supported.

For many years Canadian writers have been climbing a long uphill path to recognition and in some cases to fame. In I927, when Mazo de la Roche won the $10,000 Atlantic Monthly Prize with her novel Jalna, the achievement was so sensational for a Canadian writer that the city of Toronto gave her a public banquet. In later years, honours were more usual. The first edi- tion’ of Franklin Davey McDowell's The Cham- plain Road ran out in two weeks. Gwethalyn Gra- ham's Earth and High Heaven is circulating in l0 languages other than English. Gabrielle Roy, a native of St. Boniface, Manitoba, was elected a member of the Royal Society of Canada, and her novel The Tin Flute, won the Prix Femina Vie Heureuse (Paris) for the year's most distin- guished novel by a woman. Bruce Murchison’: The Unknown Country and Hugh MacLennon‘s Two Solitude: entered best-sellerdom at home and received acclaim abroad. -

dustry, with most of its growth taking place during the past I0 years, Canada's record is one to be proud of. Canadian publishers have done much to encourage tus development. Before I9I4, the majority of all books sold in ‘this country were imported; Canadian publishing did not exceed I5 per cent of the total. Today, since our small population does not warrant large editions for the Canadian market alone, the usual practice is for publishers to put out their own Canadian books as well as English arid American titles originally published by‘ firms they represent.

Canada's iiontrlliiitlon

According to Senator Wishart Roberson, 57 countries have "tacitly agreed" that Canada is second only to the United States as the most prosperous country in the world.

The Government leader in the Senate quotes the United Nations committee on contributions as agreeing in effect: "You Canadians have a higher per capita income than any country in the world except the United States and possibly Sweden and you should contribute accordingly." He says that Canada, with I3 million people, is assessed 3.20 percent compared with 6.34 percent for Russia's I85 million population and concludes this means "that the committee believes, and Russia agrees, that the Canadian income per caplilta is seven times greater than that of Rus- sia.

This is very flattering to our self esteem; but it also may mean that Russia is sidestepping her financial responsibility toward the United Nations. In view of the Soviet record of obstruc- tion in other matters affecting world rehabiiita- tion and security, this would not be at all su-r- prising.

George Drew, newly elected P. C. leader, said in a recent address. Mr. Drew said there was no riding or Province where the Pro- gressive Conservative party could not win vic- tory if proper organization is set up and re- ceives the backing of all citizens interested in safe-guarding their democratic rights guaranteed under the Canadian constitution.
