But they had no policy axcept establishing soup kitchens, and were ignominiously de- feated in 1878. In 1882 they had no policy—and they have none now. It says;—‘* War is inevitable, and it is better to begin fighting before the Balkan States have been Russianized. Austria would, by so doing, secure an alliance with Servia and Bulgaria giving her 100,09) additional troops.”

The Berlin Post's Paris correspondent writes: —‘‘A deceptive calm followed your recent article referring to General Boul- anger, but he is now more powerful than ever, even his former opponents are turning toward him as to the rising sun, finding it impossible to struggle against the growing popularity of a man who is regarded by the masses as the long expected liberator. The whole country is anxious for revenge, and is arming silently, bat with the evident bes lief that the hour is coming.”

. The Montreal Carnival.

The principal feature of the carnival yes- terday was the sleigh drive, which included private vehicles, trades cars and winter em- blematical cars. Over 5,000 took part in it: and it was witnessed by thousands more, the streets all along the three mile ruute being crowded with spectators.
