Six months ago, if the opinion of the ob- serving men of both sides of politics had been polled as to what would be the issue for the next campaign, they would almost unanimously have declared that the Man- itoba school question would be the poiut around which the battle would rage. At that time pavsion was inflamed and pre- judice was aroused. Extreme demands vn either side barred the way to modera- ation, Level-headed men conjured up an alarming picture. They heard rumblings of discontent in Quebec and Ontario. They saw that the Sampson of prejudice had grasped the pillars that supported the na- tional edifice that Canada had raised, and was about to bring it to the ground in ruins, At this juncture the policy of du- plicity became little less than a crime. The Liberals asked the people of Ontario to believe that the Government had taken Manitoba by the throat, while they declar- ed to the people of Quebec that all efforts to restore to the Catholics of Manitoba their const tutional rights had been aban- doned. Between these two fires the Oppo- sition fondly hoped to destroy the Gov- ernment that was tryingto keep the na- tional edifice intact, and to turn the people from the fiscal policy that has always been their friend,and from the great political party that hasalways been their best ser- vant. But changes have taken place. Du- plicity has been unmasked and has failed. So that to-day Canadians are prepared to consider and treat a business matter in a business way. In fact everything points to acalm and reasonable settlement of the school question, which, if it will not com- pletely remove it from the domain of poli- tics, will prevent the widespread reliyious and racial strife on which the Opposition have been counting.

The trouble had its origin in the du- plicity of the Liberals. There would never have been any school question if Mr. Greenway had observed the solemn promises which he violated to keep the party in power in Manitoba. There wasa by-election in St. Francis-Xavier, Man., in 1888, which it was seen would determine the fate of the Conservative administra- tion. Itisa French and Catholic con- stituency. The prospects of the Liberals had been injured bya rumor that when they took office they would deprive the Catholics of their educational rights. The oaths of several witnesses de- clare that Mr. Joseph Martin, the author of the School Act, which has caused all the trouble, was sent by Mr. Greenway to St. Francois Xavier to give assurance that no such policy was in contemplation. “He said,” six witnesses declare on their oaths, “he had heard there was a rumor in the constituency that if the Liberals came into power they would abolish the Catho- lic schools and the use of the French lan- guage. He could well understand why such a thing should be said in a Roman Catholic constituency, but he absolutely denied it, and said there was not a word of truth in it, that it was a most absurd rumor. He positively assured the elec- tors that the Pi eral party would not in- terfere with the privileges aforesaid, and stated that if the Liberals came into pow- er and made any attempt to interfere with their separute schools or the use of the French language, he (Mr. Martin) would leave the Liberal party forever.” These are the exact words to which reputable witnesses have pledged their oaths. The Mr. Martia referred to is the gentleman who afterwards drafted the Manitoba School Act, abolishing separate schools, and whose methods have se commended themselves to Mr. Laurier that it is said the author of them is to have a portfolio in the Liberal administration that gentle- man hopes, but hopes in vain, to form, What is to be said of the men who will as- sociate themselves with one who employs such methods? Surely they estimate honor and faithfulness very lightly!

Mr. Martin can plead, however, that he is not alone in the policy of duplicity. His deception brought the Liberals of Manitoba into power. But when they got there they had difficulties to face which necessitated the resort to more deception. Mr. Greenway was unable to secure the co-operation of a prominent French- Catholic as a meml er of his cabinet So he carried his trouble to the palace of the Archbishop of St. Boniface. As His Grace was ill, the visiting Premier unfolded his difficulty to the Administrator of the dio- cese, Father Allard. That gentleman has sworn to what took place in the interview, Mr. Greenway said he was desirous of strengthening his government by taking in a French member, and asked who would be agreeable to the Archbishop Father -Allard replied that before the proposition was entertained, there must be an understanding as to certain important questious. Whereupon Mr. Greenway re- plied that he had already talked tie matter over with nis friends,and that he (Mr. Greenway) was quite willing to guarautee, under his government, the maintenance of the then existing condition of matters with regard to separate schools. This pledge was afterwards repeated in the presence of Mr. W. F. Alloway, merchant, of Winnipeg, whoalso swears positively that it was given. Subsequently the government of the Liberal statesman, thus doubly pledged, initiated and carried through the Legisla- ture of Manitoba a bill abolishing Catholic separate schools! Was ever duplicity more complete, or more clearly estab- lished? To his friends Mr. Greenway can offer an excuse which does not, in the eyes of the public, palliate the offence. Before he determined to despoil the Catholics of Manitoba he had practically wrecked his party through the most cor- rupt railway deal that has yet disgraced the annals of Canadian politics. To turn public attention from the transaction he appealed to religious prejudice and thus secured a renewal of power. Duplicity succeeded. Honor was trampled in the mire.

Such tactics, fortunately for this country, will not deceive the electors of Canada the second time. Mr. Laurier has adopted into the front rank of his party the man who began the policy of duplicity. Has the Liberal leader so far forgot himself as to adopt Martin’s methods also? This is a question which honest men, regardless of party, would like to see answered in the negative for the credit of Canada and the honor of the once great Liberal party. The facts themselves shall give the reply, so everyone who wants to know the truth may judge for himself, The Liberal leader has recently been speaking in Catholic Quebec and in Protestant Ontario. Itis not hard to ascertain if he has adopted the policy of duplicity or if he has dealt with the people honestly and in a straightforward way. In quoting his utterances it is only fair, er- hape, to cite the reports of papers friendly to Mr. Laurier. To begin with, Mr. Tarte’s paper, Le Cultivateur, shall bear witness to the policy laid down by his leader in Quebec. In its issue of September 7th, 1895, it said regarding the meeting at Chicoutimi “The Liberal chief reiterated, amidst indescribable enthusiasm, his solemn engagement to re-establish the Catholic schools on his arrival in power.” Here, therefore, we have Mr. Laurier’s solemn pledge to Quebec that he will re- establish Catholic schools in Manitoba, whereas he declared jn Ontario that he would do nothing of the kind.

In Morrisburg, on October 8th this same Mr. Laurier who, when among Catholics abuses the govern- nent for failing to coerce Manitoba at- tacked it on the ground that it had been unduly severe. “It had threatened” he said “to coerce Mr. Greenway, and the people of Manitoba have declared, no we will stand no coercion.” “This” added Mr. Laurier “is not the way to settle the ques- tion.” Thus in Quebec this statesman is for coercion and in Ontario he is against it. Ina Catholic province he pledges himself to re-establish separate schools, whereas in a Protestant province he ap- plauds the action of the government that abolishes them. If this is not duplicity

surely Mr. Greenway and Mr. Martin have never been guilty of it. They have, if Mr. Laurier’s tactics are honest, been

honest straightforwar.| men worthy of all confidence. If the double-dealing of the Liberals of Manitoba, which brought this trouble upon Canada, fs to be coademned what will be said of the men who at this time are seexing in the same way to pro- fit by the sins of their politicel associates ?

While the Liberals have been mas- querading at both extremes of the ques- tion, the Conservative leaders have applied themselves patriotically to discover a moderate solution of it. The result is that to-day there is a pretty clear understand- ing as to what is to be done if Manitoba refuses to remove what Mr. Martin de- clares tobe “rank tyranny.” That the pleiges already given that the cons\itution will be upheld, will be faithfully carried out admits ofno doubt. It has been de- clared by the Privy Council of England that there is a grievance, and, furthermore, that the appeal for a remedy lies with the Dontinion Parliament. When a grievance is established, and the power toapply the remedy is admitted, who is there who will say that a deaf ear should be turned to the suppliaat for relief whether he be Protest- ant or Catholic? But it does not follow that the removal of the grievance means the re-establishment of church-controlled separate schools, nor the impairment of the public school system. These two points will be kept strictly in view in any action Par- liament may be compelled to take through the inaction of Manitoba. The securing to Catholics of immunity from taxation for schools which they cannot conscientiously support, and the extending to them the privilege of religious instruction in schools which they exclusively attend, are conces- sions which no reasonable man will op pose, for they are not only in line with the spirit of the constitution, but are the com- monest justice. ‘As te the policy of the Gov- ernment on the subject, there is no difter- ence of opinion whatever among the Min- istere. This indeed is the declaration Mr. Foster made at Smiths’s Falls a few days ago. It is plain that there has been, on the part of the Government, no desire to make political capital out of the discharge of the duty that is placed upon it by the constitution. Its object has been clearly to preserve harmony and good-will be- tween the various sections of the people, without which Canada cannot exist. Those who realize this have every faith that the measure which will be submitted te Par- ] ament will commend itself tothe common senseand justice of most Canadians. In set- t'ing the question on a moderate basis, and avoidingtheunfortunateconfliet in which the Opposition has tried to embroil the Pro- testant and Catholic sections of the Dom- inion, the administration will have served the country well and have merited the confidence which shortly will be declared at the polls.

For every acre on the surface of our giobe there are more than 10,000 acres on the surafce of the sun. Every por- tion of this illimitable desert of flame is pouring forth torrents of heat. It has, indeed, been estimated that if the heat which is incessantly flowing through any single square foot of the sun's exterior could be collected and applied beneath the boilers of an At- lantie liner it would suffice to produce steam enough to sustain in continuous movement these engines of 20,000 hovse power which enable a superb ship to break the record between Ireland and America.

The solar heat is shot forth into space in every direction, with a pro- Gigality which seems well nigh iuex- haustible. No doubt the earth does in- tercept a fair supply of sunbeams for conversion to cur many needs; but the share of the sun heat that the dwell- ing place of mankind is able to capture and employ forms only an infinitesi- mal fraction of what the sun eternally pours forth. It would seem, indeed, very presumptuous for us to assume that the great sun has come into ex- istence solely for the benefit of poor humanity. The heat and ligui Uygily lavished by that orb of incomparable splendor would suffice to warm and il- luminate quite as efficiently as the earth is warmed and lighted, more than two thousand million globes each as large as the earth.

Suppoce that the coal field of England and Scotland, Australia, China and elsewhere were compelled to contrib- ute every combust.bl> particle they contained. Suppose, in fact, that we extracted from this earth every ton of coal it possesses in every island and in every continent. Suppose that this vast store of fuel, which is adequate to supply the wants of this earth for centuries, were to be accumulated in one stupendous pile. Suppose that an army of stokers, arrayed in numbers whom we need not now pause to calcu- late, were employed to throw this coal into the great solar furnace. How-Jong, think you, would so gigantic a mass ef fuel maintain the sun’s expendi- ture at its present rate? I am but uttering a deliberate scientific fact when I say that a conflagration which destroyed every particle of coal con- tained in this earth would not gener- ate so much heat as the sun lavishes abroad to ungrateful space in the earth in the tenth part of every second.

We all know the consequence of wat- ton extravagance. We know it spells bankruptey and ruin. The expendi- ture of heat by the sun is the most magnificent extravagance of which hu- man knowledge gives us any concep- tion. How have the consequences of such awful prodigality been hitherto averted? How is it that the sun is still able to draw on its heat reserves from aeon to aeon, ever squandering 2,000,000,000 times as much heat as that which genially warms our temperate regions, as that which draws forth the exuberant vegetation of the tropics, or which rages in the desert of Sa- hara. This is indeed a problem.

It was Helmholtz who discevered that the continual maintenance of the run’s temperature is due to the fact that the sun is neither solid nor liquid, but is to a great extent gaseous. His theory of the subject has gained unt- versal acceptance. Those who have taken the trouble to become acquaint- ed with it are compelled to admit that the doetrine set forth by this philoso- pher embodies a profound truth.

Even the great sun cannot escape the application of a certain law which affects every terrestial object, whose Province is wide as the untverse Itself. Nature has not one law for the rich and another for the poor. The sun 1s shedding forth heat, and, therefore, affirms this law, the sun must be shrinking in size. We have learned the rate at which this contraction pro- ceeds, for among the many triumphs which mathematicians have accom- plished must be reckoned that of hav- ing put a pair of callipers on the sun s0 as to measure its diameter. We thus find that the width of the great luminary is ten inches smaller to-day than it was yesterday. Year in and year out the glorious orb of heaven is steadily diminishing at the same rate. For hundreds of years, aye, for hun- dreds of thousands of years, this in- cessant shrinking has gone on at abut the same rate as it goes on at pres- ent. For hundreds of years, ayé, for hundreds of thousands of years, this shrinking will go on. As a sponge ex- udes moisture by continuous squeezing, s0 the sun pours forth heat by contin- uous shrinking. So long as tlie sun remains practically gaseous so long will the great luminary continue to shrink. and thus continue its gracious bene- ficence. Hence, it is that, for incal- culable ages yet to come, the sun will pour fortK its unspeakable benefits: and, thence it is that for a period, compared with which the time of man upon this earth is but a day, summer and winter, heat and cold,seed time and harvest, in their due succession, will never be wanting to this earth.—Sir Robert Ball, professor of astronomy, Cambridge, Eng., in New York Sun.

Electricity is entering into almost every department of our daily life as a labor-saving element in our civiliza- tion. One of its latest uses is a methed of cancelling stamps on letters which is now employed in the New York postoffice. One man is able to do the work of four or five. A machine is already in use by which stamps are cancelled at the rate of 25,000 a min- ute. By this ingenious electrical con- trivance, the operator has but to ar- range the letters, turn a switch and cancel at any speed he likes.
