Neither does the plan include any steps affecting the pre- ferred stocks or funded debt oi the various companies.

The new company will have an actual capacity of 650.000 and a potential capacity of 1,000,000 tons of newsprint per year, and develop- ed, hydro-electric power in excess of 190,000 horsepower with undevel- oped powers estimated at about 500.000 hlll r . OTTAWA, Ont., Oct. 26. — The Canadian Sugar Company of Ray- mond, Alberta, made a new propos- al to the tariff board this morning. instead of asking for higher tariff on sugar they asked for a bounty of half a cent a pound on beet sugar; one third of this bounty to go to the factory and two thirds 1to the farmer growing the beets. The total bounty to be paid not to exceed $500,000 a year and the scheme to continue for six years.

In the operation of this system the farmer in 1925 would have re- ceived a bounty of 8'1 cents ‘a ton, a total of $8.59 a ton for his sugar beets and the factory would get a bonus of l6 2-3 cents a bag on the sugar made. Prices would not change to the consumer, as they were controlled by world prices. A tariff increase would cost the coun- try $4.500,000 while the bounty sys- tem, getting the same result, would only cost'$500,000 o. year.
