THE SECURITY FORCE:

The duties and responsibilities of the Security Force should be made clear to the University community.

The University community should be aware of the Security Force’s training and experience and its ongoing in-service training. :

It is possible that the Security Force’s reputation would be enhanced and its effectiveness increased if it discussed its concerns and its activities on a regular basis with a university committee on campus security.

Outside the University there is some confusion as to which group, the Security Force or the Campus Police, is the professional one, and perhaps it is time to adopt names which make the differences clear.

As the University community is relatively small and homogeneous, it should be possible for the members of the Security Force to become widely known and respected and they should take every opportunity to mix with the University community.

Because women may feel more at ease discussing certain concerns with female officers, the University should, when vacancies occur, actively recruit women as members of the Security Force.

The Rules, Regulations and Disciplinary Procedures for Students should be regularly reviewed.

A senior member of the University should be identified as university "ombudsman."

Many of the people to whom I spoke are anxious that the University should be an example to society of a caring, compassionate community where all forms of discrimination and violence are unacceptable. But they point out that in an institution where most decisions are made by men, sexism often goes unrecognized and hence is seen to be acceptable.

Universities have a long tradition of being open and safe and they are sometimes reluctant to acknowledge publicly that crimes occur on their campuses for fear that they might be expected to impose controls that would be inimical to their freedom. For this reason offenders are sometimes dealt with informally rather than by legal procedures. In these cases there is always the possibility of students, who already have many advantages, getting more lenient treatment

. than would their non-student peers for similar behaviour. And at the same time, the victims

believe their concerns are not taken seriously. While good judgement must always be exercised as to when certain behaviours are serious enough to be referred to the courts, the University must not be thought to provide a haven for delinquent behaviour. Membership in the - University should provide special opportuni-ties, not unusual privileges.

There is some suspicion within the University that some students receive special treatment in matters of discipline. These are students who are recruited for reasons other than academic ones and hence see themselves (and are seen to be) as different from other students and not subject to the same rules. The University must ensure that its treatment of students not only is fair but is seen to be fair.
