Verv little has occurred of a nature cal- culated to excite the commercial or general reader during the past week. No further operations on the part of the allies in the Baltic or the Crimea have been reported. but important news from the latter is hourly expected. The arrival of the despatches Jelating to the battle of the Tchernaya is anxiously looked out for. From_ the Aus- tralian colonies, advice ofa fortnight’s later date have been received by way of Ceylon. The state of commercial aflhirs was more favorable, although the markets were still oppressed with goods. The banks of Mel- bourne on the ‘..’3d of May increased the premium on the exchange on London from I to 2 per cent. Gold was worth 755 6d per ounce.
The money market has resumed its easy position; the recent pressure has been suc- ceeded by an abundant supply of money both in the Stock Exchange and “out of doors, ” and loans have again been obtain- able at low rates. The minimum rate at the Bank of England continues without
‘change, but in the discount market there has been a great increase of ease, mainly caused by the reaction consequent upon the return ofthe surplus deposits on the French and Turkish loans. The arrivalsthis week have been moderate, but, notwithstanding that, the demand for gold for export to the continent has not entirely ceased. Many parcels of the precious metal have been presented for purchase at the Bank of England.

BIRLIN, Aug. 29.——The allied fleet, which was before Cronstadt, has gone further out to sea. It has taken up a position (to the number of l5 vessels) west of Fort Tolboukin.
A Russian despatch, received from Ber- lin, 28th, aays:—-“It has been decided that the Russian fleet in the Black Sea shall be considerably increased. VVith that view ships of the line of 131 guns are to be commenced this winter at Nicolaief.”
DANTZIC, Aug. 30.--The Geyser has arrived. Authentic information has been obtained in the fleet that the Russians lost upwards of 2000 men at Sweaborg.

The expected assault upon the Malakholf had not been delivered on the 1st inst., but, so it was reported, preparations for the bombardment were completed, and the bat- teries would open on the 3d.
The Times, and other leading British journals, are loud in denunciation of the shortcomings of the Fleet in both the Bal- tic and Black Seas. “ lf,” says the Euro-
ean Times “during the next six weeks, something still more decisive be not done, the return of the Baltic Fleet will not add greatly to the national rejoicing.”
We remember that poor Byng was shot, not for cowardice, of which charge he was most honorably acquitted, but merely that " he had not done all he might have done to destroy the enemy. It is well, niayhap, that Dundas and others happen to have fallen upon other days, when a less sangui- nary spirit infects the nation.
When intelligence reached us, via New York, that tcmpestuous weather, very un- favorable for harvesting operations, had prevailed in England, and that rain and door had, consequently, advance in price, we had our misgirihgs, that this was but another of the several lies invented b fraudulent speculators, and transmitted nearly weekly over the wires from the same quarter; it now turns out that our suspicions were well grounded.

The labour savin and economical invention‘! of the people of the fiorthern United States—and they are more numerous than perhaps among any other people-—are better suited to the wants of the inhabitants of this Island than those of older countries. These States have undergone the some discipline that we are now subjected to, their wants were the same, and these up- pliances which time has made more perfect were originally called forth by the some wants which we new experience. We are always, therefore, glad to see Americans coming among us from time to time with their improvements in agricultural and other machinery, because we are the gainers as well as they, but we are still more pleased, when we see our own native or naturalized artisans taking the matter into their hands and makin permanentestablish- ments for works ofgenora utility. The digging of I]. well is a matter of the tirst necessity to nine-tenths ofthe people, and sometimes this is not effected, until the earth has been pene- trated to a. coiisiderahlc depth, iind after the well is dug anti stoned, and curbed, it is often dillicult to construct an apparatus that shall enable the different inenibt-rs of the family to supply the lmusc anti cattle with water with ease and safety. “The moss-covered bucket that hangs by the well," sounds very prettily in the song, but the wcll-pole itself is one 0 those awkward primitive methods of drawing water that betokcns a do vrcc of barbarism in the people who still ma'e use of it. The Chinese are familiar with it to this day, so for that matter are they with the chain pump, but theirs has undergone no improvement since the first invention. An im roved chain pump has been for some time in vogue among the people of the neighbouring states. The ma- chine is a ver simple one, It is acommon iron chain with a round disk of iron about two inches in diameter, at the distance of about ii. foot from each other occurring throughout the whole chain, thcseare called buckets or pistons; this chain passes round an iron wheel whit-li is turned by ii. crank and at bottom round a sheave which is aliixcd at the lower end of the same licccofwood to which that at the top is fastened. u coming up, the chain posses easily through a tube iiiiide of wood, bringing with it at con- tinuous column of water, which passes into a spout that may be directed to any part of the premises. The advantages of drawing water with this pump, are. that it is so easily per- formed, that a child of seven years old can work it in wells of ordinary depth without either diliiculty or dan er of any sort. It is not liable to freeze in tic winter, for as soon as the winch ceases to be turned, the water round the chain returns to the wcll,leaving the tube completely dry; and there can be no wuste——unlcss designedly—so that the usual dangerous and unsightly accumulation of ice round the well is avoided. 'l‘hr.~rc is another and in many cases no small advantage, the tube may be inclined to any angle that may be necessary or convenient, and works as well, if not better in this way. It ma be used to draw from wells 40 feet deep which cannot be done so easily with the common ump. he iron is lvanized, as it is called, that is covered with a thick coatin of zinc which at once prevents its rustin on giving a chalybeate taste to the water. ll cssrs. The ‘ boinbardnient, of which the former announce--i picnt was a mistake, is looked forward to with intense interest. Sorties have as good as ceased, the besieged and besiegers bein almost face_ to face. The most active operations are carried on under ground, where mine meets mine, and fierce encounters occur. The im- pending bombardment, successful or not, will be a crisis in the progress of the siege.
