Postage Rates on Gift Parcels Cut

UPTMVA, March 1'1 — (GP) -— A ‘substantial’ reduction in the postage rates 0n gift parcel! lo the United Kingdom was announced today by Postmaster-General Ber- trand in tile Commons.

Effective April 1. the new rules are: 50 cents on‘ piiflteis from one to live pounds; $1 from five to 10 pounds; $1.50 from i0 to i5 pounds, and $2 from 15 to 20 pounds.

The mirrent rates ,for these classifications are 85 cents, $1.50. 02 and $2.50 respectively. .

The new tariffs apply only to gilt parcels contalnlnga nonpor- lshable food stuffs, dlscurdedwvear- ing apparel and soap. They should b9 plliitlly‘ marked "gift parcels."

PARIS, March 11— (CID-Gen. Henri Honure Giraud, 70, French hero of two world wars, died to- night at a military hospital in Dijon. He had been stricken by food poisoning. ,

in the light of information fmm Russian sources which has been assembled in the United States dur- ing a fi-year period. indicates that. Soviet military expenditures this year villi equal and possibly exceed those of the entire Western Pow- ers.

The American sources of this in- formation cannot be identified but their authority is unquestionable.

Exact ccmparison between Rus- sian and Western nsilltary budgets are almost impossible. Although pegged at 19 cents in Russia, the ruble is not convertible in internat- ional exchange.

A vast proportion of Russian military expenditure goes into new plants and machinery either direct- ly designed for Or easily convért- ible to war purposes. This is true also in the West. when- general in- duslrial strength is recognized as a purl of military potential. But. in the countries where industrialization has reached a vastly higher level. there is a much smaller proportion
