“Various provisions in the form- ula,” says The Star, “open the door | to steps which could make a strong | central government impossible or at least gravely impotent. The clauge dealing with the delegation formula. for instance, could, in political terms. reduce Ottawa's powers to a null- ity.”

The Montreal paper nevertheless accepts the formula “as a price that must be paid to get out of the con- ‘stitutional deadlock which has exist- ed for so long.” But the offsetting advantages are plainly tilted in favor
