Obituary.

On the 19th inst., at his residence, Souris East, after a lingering illness, John F. Morrow passed away in the 73rd year of his aye. The deceased formerly resided at North Lake, where he became a most suc- cessful farmer. For some time back failing health prevented him from engaging in ative life, but he was never known to mur- mur because of pain or sickness Wiuh patience and resignation he bore his pro- tracted illness, and when death cume it found him ready and waiting for the call. Trusting in the merits of @ crucified and risen Redeemer, to him death brought no terror. He could therefore say in the try- ing hour: ‘‘O grave, where is thy victory ; O death, where is thy sting.” While living he was known as a thoronghly honest man, a good neighbor, and faithful triend, and above alla consistent and unostentatious Christian. In his death it may be truly said that he died at peace with God and man. To his sorrowing widow and family, we extend our sympathy.

On aceount of several other meetings taking place last’ evening M. Ingres’ audience was rather small, but select. Among these present we noticed Mr. W. E. Dr. Anderson and Mrs, Anderson, Judge Alley

aud many other prominent citizens. To all present, Mr. Ingres’ illustration was a revelation, and a most agreeable one. For

it shows that it is not only possible but even easy and pleasant to acquiré a foreign tongue ao matter in what age or in what business the pupil may be.

In the trial lessen, which, after a few remarks in Envglish, M. Ingres gave to the audience, he used not a single English word, Nevertheless, by acting upon the senses of the persuns before him, i. e. by object teaching he succeeded not only in making himself thoroughly understood but he ob- tained long and correct answers from per- sons who had never before heard a French word, and who were exceedingly surprised to find themselves talking in thg beautiful tongue of Victor Hugo. M. Ingres proved that ‘eaching is a science which, like all others, must have its rules and can contin-

LETTERS TO THE EDITOR.

The Scott Act.

Srr,—Relative to the Scott Act, which has of late been receiving considerable at- tention in your columns, there is one argu- ment advanced by its supporters in favor of its continuance which has not as yet re- ceived due consideration, i. e, that the principle of licensing the sale of intoxicants is in itself immoral. Indeed, some ardent prohibitionists even go so far as to assert ‘that they would rather see rum sold in every house in Charlottetown than sanction the traflic by licensing it.” The argument, on the surface, appears a sound one, but the result of such an experiment, as evi- denced around us, is quite sufficient to con- vince any practical man that there must be some fallacy contained therein, In view, then, of the fact that the electors of Char- lottetown will shortly be called upon to re- cord their votes upon the question of the continuance of the Act, it will be as well to consider more closely what weight actually attaches to this argument, which certainly does influence the action of a good many individuals.

As the charge of immorality is directed against proposed action by the State, as provided for in statutory enactments, mani- festly the first point to arrive at is a clear understanding of the principles which should govern legislation. Now, bearing upon this very point, the Bishop of Peter- borough some months ago made the state- ment ‘that a practical application of the

Sermon on the Mount to the existing social system would’ plunge any civilized community into confusion.”

Naturally, he was assailed by a storm of vituperation, and in self defence had to vindicate his views in an article which ap- peared in the Nineteenth Century. How- ever, a very few minutes of careful thought will convince any reasonable man that the Bishop was right—for ethical christianity, as obligatory upon individuals, is not ap- plicable to the action of the state as provited for inrestrictive legislation. For instance, a Christian is enjoined, if a man_ steal his coat, to hand him his cloak also. Could the state adopt such a principle for its guidance / When a man commits murder, the law condemns him to be pué to death. From the stand-point of Christian ethics, this is a most immoral action, for it should rather try to reclaim him, Will the sup- porter of the Scott Act, who asserts tha the practical working of a law is of little consequence, compared with the enuncia- tion of atrne, moral principle, advocate that the ravishers of innocent girls, instead of being visited with flogging and imprison- ment, should rather be domiciled with some pious family, in the hope that good example will assist in reclaim:ng them ?

No; in this instance he realizes that christian ethics belong to an ideal state of society, and, therefore, though they are the best possible guides for the actions of individuals, they cannot, as society is now constituted, be applicable to the action of the state. The duty of the state is to re- strict the liberty of the individual, in so far as this is deemed hurtful to the interests of the other individuals with whom he is associated, and to secure this end by such legislative enactments. as having due re- gard to society, as at the time constituted, prove most eflicacious. How can the state justify its claim in taking a murderer's life save by the plea that it is forced by exist- ing conditions to commit a lesser evil that by so doing it may affect a greater good.

if then it is deemed desirable to restrict the liberty of the individual in the matter of the sale of intoxicants that legislation is the best which best meets existing condi- tions.

If public opinion on this question has not yet sufliciently advanced to render the Seott Act workable, however much we may regret the fact, it is our duty as legislators to provide for society as it is, not as we would wish it to be, and to pass such legis- lative enactments as will best carry out the object we have in view.

Ethically considered it would be a much better law which provided that criminals should be carefully tended and lovingiy ad- monished, but under present conditions ex- perience has taught man that in matters of restrictive legislation he must be guided by practical not ethical considerations.
