set their minds upon Mr, Donald Ferguson as the right man to fill the Senatorial pos- ition left vacant by his old neighbor and friend the Hon. 2; ae thorne. As Mr. L. H. Davies is by the fortane of war, in the House of Commons, and as the opposition in this Province is strongly represented at Ottawa, they thought it would accord with the fitness of things if the other side were represented in the person of the ablest supporter of the Government iu this Province. They know that if active, courageous and con- tinuous political service, iu the face of adverse circumstances and heavy odds, were a ground for preferment, Mr. Ferguseu is entitled to consideration on the part of the Premier of Canada, and they contidentiy expected that their request that Nhe whould ceceive the appointment would be granted. Consequently the appointmen ef the Hon. A. A. Macdonald, who sipped the sweetest swee-a of office fur many years and never lifted voice or hand in support of of the party to whom his enviable position was due, is unpopular, aud there is abund- ance of indignation--expressed, we may add, by men of both parties.

It is stated by the Patriot’s Ottawa cor- respondent that when Mr. Macdonald gave up the office of Postmaster he was ‘* promis- ed the first Senatorship that became vacant.” On the suppusition that this statement is true, the Premier was, of course, bound by his promise—though the wisdom of such a promise may well be questioned. It is becoming more and more evident, as the years roll by, that appoint- menta to the Senate should not be made lightly, or at haphaszard. or as a mere com- pensation to this politician or that official who may possess some claim upon the Government of the day. If the Senate of Canada is to exist upon its present basis care must be taken that its members, as appointed, shall be vigorous and talented men able tu legislate practically. This country will act consent and will not con- to maintain the Senate as a ornamental appendage of its refuge for respectable old geatlemen. Its usefulness must be be made apparent. This can be done only by men of ability ; and men of ability can be obtained only by care in selection. The wisdom of the present system of appuint- ments tothe Senate has repeatedly been called in question. Australia has, in view of our experience, adopied a different aystem. Comparisons will now be insti- tuted. If young and vigorous, and talented wen be not appointed to our Senate, Canada will, without doubt, follow the example of Australia and obtain her Senators by election.

We have only to add that the Patriot’s jibe concerning Tue Examiner's influence is beside the mark. In the first place the issue of Tae Exastner, in which we advo- cated the appointment of Mr. Ferguson could not have reached Ottawa by the time the appointment was made, In the second place, the Patriot informa us that the appointment was promised to Mr. Mac- donald seven long years ago. The influence of Tae Examiner could not, possibly, under these circumstances, be exerted in Mr. Ferguson's bebalf.

his speech, the opposition sat confidently expecting a reply trom the Government benches, but they were disappointed, for no vne on the speakers right evinced the slightest disposition to say a word. Aec- cordingly the speaker rose and put the mo- cion which waa carried unanimously, What may be the Government strength in the oew Honse, we are still left to conjecture. Two opportunities for testing it have been afforded to the opposition, but they have not deemed it prudent to take advantage ofthem. It may be that they are prepar- ng for a coup detat, but at present it looks as though they had indulged in a good deal of brag and bluster.

Tuesday's session was devoted to the introduction of bills to amend the Elections Act and the Franchise Act, to provide for the better observance of the Lord's Day; to prohibit the importation and immigra- tion of foreigners and aliens under con- tracts or agreements to peform labor in Canada, and relating to the office of Com- mander-in-Chief of che Canadian militia. [t is probable that must, if not all, of these measures will meet a violent death. An amusing feature was the introduction by Mr. M. C. Cameron, of Huron (generaliy known for his indifference to the truth as **Auanias’ Cameron) of a bill to enaure the purity of elections. A number of the members appeared to be greatly tickled over what would commonly be supposed a very proper and highly moral proceeding on the part of a gentleman juetly jealous of the sanctity of the franchise. But I was not long in learning that ‘‘Auanias” has a record, and that it was another case of Satan rebuking sin. To make a long story short, ‘‘Ananias” was defendant in an elec- tion trial away back in 1874, when he re- presented the same constituency for which he now sits. Inthe courseof his examin- stion he admitted having expended be- tween $10,000 and $14,000 in bribery by agents to secure his election. The judge whe unseated him was of the opinion that he should be personally disqualified, and the Court of Review made use of the ivi- lowing language. ‘There are strong grounds for thinking that the respondent Malcolm Colin Campbell was guilty of personal bribery. Had the a who tried the case found the respondent guilty of personal bribery, we would have sus- tained the judgment; as it is we will sustain the ruling.’ Mr. Cameron was the indivi- dual who, in the Parliament before the last, charged the late Hon. J. C, Pope with having appointed his nephew, Mr. Pope Welsh, tothe office of Pert Warden of P. E. I. On Wednesday there was a_ breeze occasioned by a motion of Dr. Landerkin for a voluminous return in connectioo with the results of the late elections, comprising about everything that that mischievous gentleman could conceive in any way relating to or arising out of the elections. Mr. Miuls, of Bothwell, and Mr. Charlton, bad complaints to make of the conduct of Ruturning Officers and their deputies, but the House had its breath completely taken away when Mr. McMullen rose to remark that he had no complaints to make on that score and that he considered it only just to [aay so. It was not much wonder that Dr. leaden turned round and glared through his glasses at his colleague, for had he announced his intention of freacoing all the public buildings, Mr. McMullen sould not have given a greater surprise. Soon after the House adjourned, and not much wonder.

I do not know what your mail arrange- ments are like just now, but judging from an editorial in a late issue of the Pioneer, athree or four years’ back mail bag has: lately reached Summerside. The editor of that paper I find lamenting over the exodus to the United States. Why, that is ancient history, and the only exodus we hear about new is from the U. S. into Manitoba. They are crossing by hundreds every day as fast as they can, and although, having been starved out in Dakota, and consequently unable to bring much with them, they yet feel thankful to have got away with their lives.

Work promises to be plenty in Ottawa this summer, and everybody is in good spirits. The construction of the eleetric street railway is being rapidly advanced, and it is expected that the road will be in operation before parliament rises. Em- ployment will be plenty at the mills. Col. Lay, U. 5. Consul-General, in conversation with » reporter a few days ago, expressed himself to the effect that, from his observa- tion, there would be specially good times in Ottawa this season.

The annual report of the Department of Marine on steamboat inspection has been issued. The total number of vessels on the register b oks of the Dominion on the 31st December, 1890, including old and new vessels, sailing vessels, steamers and barges, was 6,991, measuring 1,024,974 tons regis- ter tonnage, being a decrease of 162 veasels aud a decrease of 15,507 tons register as compared with 1889. The number of steamers on the registry books on the same date was 1,364 with a groas tonnage of 206,885 tons. Assuming the average valve to be $30 per ton, the ae of the registered

The anvaal report of the Department of Railways shows that the tutsl nember of railways, including the Government roads, in actual operation (embracing under one head «ll amalgamated lines) was 50; the number of miles of railway completed, irre- spective of sidings, was 13,325, of which 12.289 were laid with steel rails. There were 12,628 miles of railway in actual oper- ation. The paid up capital amounted to $74,570,440. The gross earnings of ail these railways amounted to $49,149,615, and their working —— to $31,038,045, leaving the amount of the net earnings at $11,111,570. The number of passengers carried was 12,151,061, and 17,928,626 tons of freight were conveyed over these roads. The total number of miles run by trains

was 38,819,380. The total mileage of Gov- ernment roads is 1217 miles. The net loss on the roads was $642,170. The Kastern

Extension and Windsor Branch yielded a profit ; but the Intercolonial and Island Railways made losses. Returns are as fol- lows :—

Your readers will be glad to bear that there is a prospect of aa reduction in the rate of postage. In answer to one or two questions on the subject, the Postmaster General said that it was being seriously considered, aud the tone of his replies gave good causes fur encouragement, ~ Lobserve that some paper has charged Mr. Foster with speaking in a sneering way vf the proposed tunnel. I cannot find that there is any foundation fur the charge. Mr. Foster's reference to the Tunnel was very indirect, aud was in the following connec- tion. 1 quote from the Hansard report of his speech :—

As I have already advised you, Senator Haythorne passed peacefully away on Tuesday morning last. He will be much missed in the Senate, of which he was certainly an ornament and one of its best informed and most dignified members. He was a close student, and his speeches in Parliament evinced an intimate acquaintance not only with the historic past, but with the present conditions of the civilized world, He was not considered a political

donald and McLean, Joseph Pope, George I Pope, A. W. Owen and W. C. DesBrisay

besides a large representation of senators and members, Senator Montgomery was not well enough te attend.

An Old Letter frem John Wesley.

_ Mr. T. L. Chappelle has on exhibition in @ show-case in his shop a letter sent to his great grandfather, Benjamin Chap- pell, when he was residing in England, by the Rev. John Wesley. It is believad that all Wesley's other letters to Mr. Chappell are lost. The handwriting is neat and firm, and the letter is well preserved. Following is a copy :—
