The Attorney-General has rendered an opinion that a member of Conrgess is not an officer of the United States, so that a gift to him for campaign purposes does not fall within the statute regulating assess ments.

Cardinal de Lavigerie, the newest mem- ber of the Sacred Cuilege, is going to Malta, where he owns a larye palace, there to estab- lish an ecclesiastical seminary for the train- ing and acclimatization of young priests destined to become missionaries in Africa.

The Roman Catholic Bishop of Brooklyn signifies his disapproval of horse racing by suspending the priest of the little church at Coney Island, for accepting the gate money taken in one day at the Brighton Beach race course, and sending back the entire amount, $2,000

Milk may come into the house in a wholesome condition, yet will become tainted with the sewer gas from closets, or even with the dust carried by draughts through sleeping or living rooms. While milk is one of the best and most palatable of foods in summer, it must be carefully guarded, or it will prove a potent vehicle of disease.

The four officers of the Austrian army highest in command in Bosnia are Irishmen. The second in commani of the cavalry is Col. O'Herlihy, and there are two Capt. O’Sullivan’s under him. One of the Generals of the brigade is Rudolph Oliver Swanston, who comes of a west Cork family. It seems that still in far foreign fields, from Dunkirk to Belgrade, the Irish soldier is foremost in the path of honor, glory, and smal! pay.

The Italian residents of Tunis have de- cided to honour the memory of Garibaldi by building an asylum of beneficence to be called by his name. The proposal, it is said, was received with general enthusiasm and a subscription, at once begun, soon included all the leading Italian and other firms. The Bey himself signified his warm approval of the project and his veneration for Garibaldi’s memory by subscribing 25,000.

It is, we presume, generally known that no Canadian rifleman is eligible to go to Wimbledon more than twice in five years. The consequence is that the twenty Can- adian velunteers who each year go to England do not represent the best possible Canadian marksmanship. Each year first- class shots are debarred from the team by having been previously twice members of it. There are at home in the Dominion at this moment ten or twelve of her best shots, shut out from the present Wimble- don team by their past successes.

A repert on agriculture in Italy by Secretary of Legation Beauclerk has lately been presented to the British Parliament. Real agricultural progress has been made in some parts of the country, but a sad amount of misery exists among the rural laborers. The land is burdened with an overpowering taxation, and while the main remedy taiked of is education, the demands are for relief from the moral and physical suffering. ** Knowledge without means, says Mr. Beauclerk, ‘‘is of little use.” When the great mass of land owners have hardly enough to live on, how can they lay out meney in imprevements? For small proprietors and renters it is impossible, while there are few large estates, and even these are gradually being split up by the abolition of entail and the constant sub- division of property consequent thereupon.
