auguration of the Fat Stock Show at Guelph, Ontario, outlined the Govern- ment policy in a speech brimful of infor- mation. That speech is very exhaustive y reported in the Meil and Empire. lasian exporters, he then showed that “chilled meat” must sot be confounded with “*frozen meat” which came from the Southern Hemisphere. Frozen beef be-
comes unsightly when it is thawed out and that acquired attirbute stays upon it and with iteven when it is cooked. Hind juarters of frozet beef from Australia were selling at $6.50 to $7 per hundred pounds. At the same time hind-quarters of Am- erican beef, sent forward in refrigerating apartments, were selling at from $10 50 to $13.50 per 100 lbs. The maximum price for chilled meat from Canada was con- siderably above the top prices paid for beef of Canadian cattle killed at the abbatoirs at Deptworth or Birkenbead.

The live stock Inter- ests of the country are inseparably inter woven into the systems and methods of agricultrre which are general in every part of Canada, with tae exception of limited areas in Manitoba and the North- we-t lerritories, To maintain the fertility of the land, to ensure the growth and ro- tation of a variety of crops, as_ well as to obtain a profitable revenue from the capit al invested and the labor employed, it is necessary that farmers in Canada should rear and feed increasingly larger numbers of cattle, swine, sheep and poultry. By the growth of Indian corn fodder and other forage crops, the farmers are now able to feed twice or three times as many head of animals as they could provide feed for from their farms a few years ago, To give stability to the profits from farms, and thus to ensure prosperity to the whole country, it is necessary that all perishable food products from Canadian farms should secure as good a place relatively in the British markets as has been won by Can- adian cheese and creamery butter. Judi- cious and energetic action by the Govern— ment can accomplish as much for beef, mutton, pork, poultry and other products as has been done for cheese and butter. It is most urgent and desirable that some- thing should be done, particularly for beef, mutton and poultry.

Of the 96,564 cattle shipped in 1895, it is report- el that over 40,000 came from Manitoba and the North-West Territories. culture, whereby our cattle are required to ve slaughtered at the port where they are landed. That Jeaves no alternative mar- ket: and the restriction is used to beat down prices unmercifully to shippers, and,
through them, back on the Canadian farmers. In so far as the restrictions pre-
vented the ship uents of store or lean cattle from Canada, it was notan unmixed evil, except to the Scoich and English farmers who purchased and fed then. They bave been agitating for the repeal of the restric- tions eyer since. But what are they among so many who are resolutely opposed to any relaxation of the regulations? Even if the repeal of the unwarranted action scheduling Canadian cattle would give relief and safety to the business, it is ev!- dent that it s mt to be expected from that quarter. Iam of opinion that relief should be sought, and I am confident that it can be gained, by the opening up of a trade by which the cattle may be slaughter- ed in Canada and the dressed beef supplied direct to the cosnuming purchasers in Great Britain. There ave many difticnl- ties in the way, which I think no private individual or joint stock company can overcome. The business is one which is urgently and eseentially important to the and because the Government can overcome the difficul- ties successfully, without the expenditure of a large, if any, sum of money, it seems beti ting that the Government should take itup. ] —MARKETING DIFFICULTIES.
1. When our cattle are shipped alive by rail, and afterwards by steamship, they arrive in Great Britain in a jaded cond: ion. They look at their worst, and are at about their worst, for killing for beef. Both of these conditions enable the British buyers to beat the price down. Formerly, when the cattle couid be rested and fed on
gress or succulent fodders on British farms for even a few weeks they gained
tremendously in weight and recovered in quality quickly. That alternative avenue for marketing the catile caused a relative ly higher price to be obtainabl’, and aleo gave a steadiness to the prices aud the de mand which is now wanting.
2. Tbe Canadian shippers, cattle at the port where they have landed, have no alternative but to sell at once, or within two week», at whatever prices they can If they hold for even a fortnight the cost of ferding becomes a large item of expesse, and the arrival of fresh shipments by the next steamers gives the buyers an additional argument, which they use most effectively, in further depressing the market and lowering the prices.
3. The beef from Canadian cattle, when shipped and handled in that way, does not reach the consumers in a condition which permits it to secure a good reputation for the excellence of quality which it would have if the cousumers were able to pur- chase the beef at its best from such cattle as are fed in Cana/a.

4. Asa matter of fact a considerable quantity of the beef from Canadian fed cattle does not reach the Britixh con- sumers under the name of “Canadian
beef.” The misrepresentation which finds @ place in that practice works directly and continucusly to the injury of Canadian in- It prevents us from establishing the trading connection between the con- somers and our producers for Canadian products under their own name, which alone can ensure a satisfactory continuity to the demand.
5. The cattle-buyers and retail butchers in Great Britain get more than their pro- per share of the ultimate price piid by the consumers for the beef from Canadian cattle. The profits which they exact, as between the con-uners and producers, and which mainly come outof the p ckets of Canadian farmers, are little short of ex tortion. Their voice and iatluence have heen joined to that of the scarcely -veiled hostility of the landed interests of Great Britain against the withdrawal of the re gulations scheduling Canadian cattle.
6. These two powerful intetests, al- though united from entirely d.fferent mo tives, may readily bring abeut such a con dition of affairs as to wreck almos irretrievable disaster upon our live stock interests. That would be calamiious to our farmers for many years tocome. An alternative means ot reaching the British consumer with Canadian beef is the only way whereby a safe and elastic outlet can be provided for the increasingly — large numbers of cattle which are being reared and fattened in Canada.

At the present time there is no open- iug for the exportaion of small--ized cattle, such as are most commonly grown and fattened in the Province of Quebec. in one of our feeding tests on the Central Expermental farm, it was found that the cast of feed consumed per 100 pounds of increase in live weight was lea-t in the
or Quebec Jersey breed. The beet from such cattle is of excellent quality; but their small size has debarred them from being exported, as the freight charges are reckoned per head, and a small animal ocecupies the space in a steamship which would otherwise be filled by one of heavier weight.
8. Dressed beef has not been shipped from Catada hitherto, because cold stor- age service in warehouse in Montreal and on board ocean gteamships was not pro- vided of an adequate sort for any of our perishable food j roducts nntil it was taken up by the Government during the current year. Even a greater measure of success than has attended the cold storage service for the putting of Canadian creamery but- ter on the British markets can attend the shipments of dressed beef and other meat products to Great Britain. That this matter cannot be inaugurated by private enterprise is evident from the tretnendous disabilities from which the great United States packers and shippers, backed ly millions of dollars, have not been able to escape. good! and as cheap as the best English and Scotch beef could be obtained from shops or depots in Grest Britain under the name and supervision of the Canadian Govern- ment for one year, as an object lesson and introduction of the business, the best class of buyers and consumers in each of the large cities could be attracted to give pre- ference to Canadian products. ‘Lune beef could be sold at prices much lower than the current prices for a similar. quality of English and Scotch beef, and an ever growing demand for our beef could be created at such prices as would leave it possible for Canadian farmers to obtain higher relative prices than thev have been getting during the past few years. (Ap plause.) I].—THE PLAN RECOMMENDED.
1. The prime object should be to put Canadian beef and other meats within reach of the Britith consumers in their best condition under their own name, and in such a way as to attract the best class of purchasers to be our permapent cus tomers. In shipments of beef and other meats from Canada it is that they should be chilled only. The di-tance and the time roquired for shiprent are not more than suilicient to permit the beef and other meats to be properly cured when they would reach the stores and depots in

quality and reputation of Cana lian meats under their own names are recognized and established, we could coutinue in compet- ition wit the producers and sellers of meats from all other countries upon ap equal footing and with a fair chance of securing the best customers—particulariy if we could otter better value in beter meats, at the same prices per pound.
2. To permit thie to be done’ and as an obj ‘ct lesson to the producers and shippers of anima's and mats from Canada, I re- commend that provision be made for the purchase of 500 head of cattle per week during the shipping season at the port of Montreal. and that the dressed beef from such cattle be sent as “chilled Canadiar beef’ to Great Britain and distributed through retail depots in Bristol, Birming- ham, Manchesier, Liverpool and Londun, in such a way as to secure recogni ion of its good qualities; other cities, such as Glasgow, Dundee and Edinburgh, might be included.
3. Arrangements could be made for the slaughtering of the cattle at aba'toirs in Montreal. The beef should be covered by distinctively Canadian wrappers of attract- ive appearanc®; it should be chilled in cold storage chambers; it should be carried in cold storage compartments on board the ocean steamship>; it should be taken into cold storage chambers at the port of land- ing, and from there distributed to and through the depots in the cities mention ed.
4. The distribation through retail shops or depots in Great Britain cou! be effeet- ed, notwithstanding the competition of re- tai! butchers. 6. The administration of the whole matter should be taken up by the Govw- ernment. The actual net cost to the Gov- ernment for the management of the whole busine-s would depend upon the prices | which may prevail in Canada fer cattle | next season. Ifthe prices in Canada be ‘relatively low compared with former | years—which would be most unfortunate —then I am confident that the whole plan and business cou'd be managed without any cost, loss or charge to the Govern ment, and would show a profit; but in case the price of Cauadian cattle in Canada should be relatively higher than in for- mer years—which would be a good thing for the count-y—then I estimate that a sum of $30,000 might be required to meet the extraordinary and unnsual expenses whichare inseparable from the inauguration of the business, atthe abbatoirs, on board the steamships, at the depot at the port of landing, and at the depots or shops for the distribution of the beef and other meats in Great Britain.
7. By the Government taking full charge of this business as an object lesson t» open up a channel for a valuable trade, it woul obtain the hearty support of the farmers of Canada, of the shippers of cat- tle from Canada and of the railway and ‘s eamship companies. Within a week it seems as if a new Doroinion ministry will have been formed with Sir Charles Tupper (senior) as Prime Miuister. Sir McKenzie Bowell and he had « long conference, and although Pre- mier Bowell has not yet resigned it is more than likely that he willdo so after he has had an opportunity of consulting his party frien 1s8 n caucus next Tuesday or Wednea/ay. It is known that:e @: ofthe Mini‘grs vave tendered their resignations. They are Foster, Tupper, Haggart, Mont avue, Ives, D ckey and Wood. As yet the Premier has not announced what couree he will take, but seemingly it will be as indiéated aleve.
Sir Charles Tupper (senior) is said to be quite willing to undertake the task of forming a new ministry. The rea- sons a-signed by the Ministers fur their resignation are partly personal, and partly because Premier Bowell has not been able to till the vacant Quebec porttol.o. Sup- posing a new leader assumes command, th’s question 1s asked, “What eff-ct would i. have upon the policy of the Govera- m nti”? It is generally conceded that thee cadbe no change in the Government’s policy on the School Question. Sir Char- l-s Tupper, a3 Premier, would have to
adhere to the course mapped out by his — predecessor. A medified remedial bill, doubtles-, — will be
be passed by Parliament, and to that bill, it is suggested, thee will be attached a proviso rendering it inoperative, say until January lst, 1897, or July 1st of the rame year, by which tme Mr. Greenway will have had abundant opportunity of remedy- ing the grievances of which the Catholics of Manitobacomplain. If te still neglect- ed to remedy the grievance, of course the Dominion remedial act would cowe into force at the time appointed.
Itis generally supposed that Sir Mc- Kenzie Bowell will be a member of the reconstructed ministry. It was thought that he would go to England as High commissioner, but it is said he will not do
so. In this connection the suggestion has been made that he might accept the
Lieut.-Governorship of Outario and the Hon. George A. Kirkpatrick take a seat in the cabinet with Sir Charles Tupper as Premier. It is altogether likely that Sir Hibbert Tupper, Minisier of Justice,would not accept a portfolio. Three members of the Goverement from Nova Scotia, one of them occupying a seat formerly held by an Ontario member, would hardly please the Premier Province. The suggestion has beea made that Sir Hibbert Tupper might ran for an Ontario constituency, thereby removing the disability referred to. That there would be no difficulty in securing one for him is clear. from the fact that certainly half a doz:n seats have tesn tendered to him within the last two years. Itis thought likely that for the present session, at any rate, supposing Sir Charles Tupper actually becomes Premier, that he mizht accept the vacant Nova Scotia sena o’ship, thereby obviating the necessity of a bye-election.

Caron of boodl ng in co nection with a railway franchise; again, but resen ly , an- other letter was received from Smith’s Falls making a similar charge. His Ex- cellency turned the matter ¢ver to Sir Mackenzie Bowell, and report says that Sir A. P. Caron has di-proved the charge. They got experts, and they decided that the letters were written by Dr. Montague, Secretary of State,
