This weck is being observed throughout Can- ada as Education Week, and emphasis is being placed in this Province on teaching methods in the elementary grades. ln this connection it is worth noting the following commentary on our elementary education system, from the report of the P. E. l. Advisory Reconstruction Commit- tee, July, 1945, which was tabled by the Premier at the last session of the Legislature.

Quoting the latest published annual report of the Department of Education, the report notes that there were 405 schools in the Province hav- ing one department or classroom, 42 having two departments, 9 having three departments, 7 having four and l0 having more than four departments. The schools having two or more departments are in the villages,‘ towns and the city. Almost all the children of rural commun- ities ottend schools of une department. The efficiency of the teacher in these schools is measu ed almost exclusively by her success in getting her pupils "through the entrance exam- inations" to Prince of Wales College.

"With this load to carry and with the Grade l0 course weighted so heavily by exaomination requirements," says the report, "the question arises can a sound elementary education be given in the one-roamed school? The answer is obvious. It cannot be done and since elementary education is the foundation, the whole structure must be weak.“

The report goes on to note that as the one- room schools cannot give adequate training "even in the single track offering now pre- scribed, it is entirely out of the question to ask or expect them to install additional tracks."

The major recommendation of the above- quoted report was the organization of the whole Province as one unit for the purpose of finance, and the gradual establishment of approximately thirty areas or regions for high school purposes, each to be presided over by a board. While the one-room school would continue to function for elementary education, it was felt that the con- trol of these small schools would gradually pass into the hands of the regional boards.

These are matters about which we should hear much during Education Week. It is true that Federal aid is essential to the complete carrying out of the plan, but on the other hand it is necessary that the policies outlined be explained and kept continuously before the pub- llc.

-ln Canada during wartime the number of persons in the employ of the Government more than doubled. At the close of hostilities with Japan l4 months ago, there were 149,546 on Ottawa's payroll as compared with fewer than 70,000 in i938. More than a year after the enemy surrendered, the number of employees has increased to 153,288, which is the total re- corded for August this year, the lost month_for which complete figures are available.

According to the Financial Post, reduction in Government staffs must come soon and sur- plus civil servants must find their places in private industry. Department heads at Ottawa are "loath to start cutting down their inflated staffs when there is risk that employees may not be able to find other jobs quickly."

"Taxpayers," adds TI-e Post in conclusion, will form their own opinion as to the validity of such an argument. Eventually, unless we are to go completely socialist, the change has got to come, and to be absorbed in private in- dustry surplus civil servants may have to do some hunting aroun . ."

The civil service, which during the war grew by leaps and bounds, is continuing this upward movement in peacetime to the detriment of the Canadian taxpayer. This trend toward o greater bureaucracy should be checked.

The Food conference

Hopes cf discouraging war by fairer world- wide distribution of food have been neatly out- lined in Washington by Sir John Boyd Orr, dir- ector-general of the United Nations Food and Agriculture Organization. Sir John points out that until now the United Nations have been almost entirely occupied with "things that div- ide people," such as boundaries and spheres of

v influence. "lt is time now for an interifo- tional conference on things that unite people."

Food and hunger are the universal, de- manding language understood b all the world's underprivileged. Sir John's ii w organization plans to talk that language and make it speak for peace.

The Washington food conference laces many high hurdles but it might, in the end, help world peace more than peace conferences have done.

Even with improvements it was doubtful if the old road would be able to handle the increased volume of traffic.
