In that address Mr. Taylor advocated a new approach in the relationship among govern- ment. business and labor and suggested consideration of a new ministry. perhaps of eco- nomic affairs.

On the take-over from last week the highlight was the re- jection by directors of Canadian Oil Companies Ltd. of a 5114.- 000.000 bid for the company by Shell Oil interests. Canadian oil is considering “expressions of interest" from other sources but apparenuy hopes that. whatever deal it may enter into. the com- pany will remain majority Cs- nadian controlled. Another development last week. widely-acclaimed as his- toric. was settlement of the con- tract dispute between Canadian railways and their 100,000 non- operstiniz employees.

The important development here was the setting up of a fund. to be administered jointly by railways and unions. from which compensation will be paid to long-time employees who lose their jobs for reasons of auto‘- mation or technological change.
