OTTAWA (CP) — A new penal f.stitution planned for Springhill, N.S., will initially take care of the overflow from crowded Dor- chester, N.B., penitentiary, Jus- tice Minister Fulton said Friday.

He told the Commons that the type of institution planned for the Springhill area will have to be decided after a report is made by the justice department's new correctional planning committee.
