to the public to publish for general info mation the following statemémt of operations of the Board during the P6riod of its existence, viz: from 26th February, 1884, till 3lst December, 1885. During this period 155 prosecutions for violation of the Canada Temperance Act were instituted by the Inspectors appointed by the Board. Of this number 117 were brought before the Stipendiary Magistrate for infractions of the Act, committed in Charlottetown, and 38 were brought before county magis- trates for offences committed outside the limits of the city. The prosecutions in Charlottetown were brought on the com- plaint of Robert H. Crawford, Chief Inspector ; those preferred before county mayistrates were brought at his suit up to May, 1885, and subsequently on the com- plaint of Donald W. Tlenderson, Assistant luspector. Convictions were 67 of the 117 prosecutions before the Sti- pendiary Magistrate, in 46 cases the prose- cutions were dismissed with costs, which the Board are obliged to pay, and in the remaining four cases no judgments were obtained as service of process was not effected on the parties charged.
Convictions were obtained in 30 of the 38 prosecutions which were brought before county magistrates, in six cases the prose- cutions were dismissed with costs, and in the remaining two cases service of process was not etiected and judgments could not therefore be obtained.
The entire amount collected by the Board during the twenty-two months that the Act was in operation, was $3004.42. Of this amount $300 was paid for fees upon applications for licenses granted under the Act, and for fees payable on the issuing of such licenses which..money is now to be refunded since the Act has been declared invalid ; and the balance, $2704.42 was realized froin the proportion payable to the inspectors, two thirds of all fines recovered at these suits, and collected by the convict- ing magistrates.
The Board has paid a large amount of the funds thus collected, towards defraying Inspectors’ salaries, rent and other expenses incidental to the administration of the law, including $796.91 for magistrates,constables and witnesses, costs and dismissals, pro- secutions and other legal expenses, and the undersigned have received instructions to remit the surplus in their hands to the Receiver General, after payments of certain outstanding liabilities as approved of by the Government.
When the inspectors were first appointed, (26th February, 1884) their salaries were iixed by the board, under the authority of the Liquor License Act, at the respective rates of $500 for the chief, and $400 for the assistant inspector, per annum, subject to the approval of the Governor General in Council. This approval was never had, though repeatedly applied for by the Board, and no action was caken by the Govern- ment regarding the salaries of the inspect- ors, until 5th Sept., 18385 —eighteen months after the law came into operation. An order in council was then made, allowing $600 for the annual salaries of both inspect- ors, to be apportioned between them by the commissioners. Under this order and the instructions received from the Inlaud Revenue Department, the Board is only authorized to pay the chief inspe tor $376.83 for his salary up to Ist May, 1885, and for the eight months the law _ after- wards continued in operation. The Chief Inspector is to be paid at the rate of $400 and the Assistant Inspector at the rate of $200 per annum.
Having regard to the fact that when the Inspectors were first appointed the r salar- ies were provisionally tixed by the Board at $500 and $400 per annum respectively, and that they were paid monthly at those rates up to the Ist August, 1885, the undersigned do not hesitate to say that those officials are not fairly treated by the reduction of the salaries of both from $900 to $600 per annum, under an order-in-council made eighteen months afterwards, but which is made to relate back and take effect from the time they were first appointed. The Chief Inspector, Mr. Crawford, is not even allowed his salary st the reduced rate of $400 per annum from the time of his ap pointment, owing to the fact that Mr. George A. Hughes, who was Assistant In- spectur for the first ten months the law was in operation, was paid his salary at $400 pei annum up to the time of his resignation.

_In a recent issue of a medical journal was given a comparative analysis of the mortal- ity returns of the United States, France, England and Ireland. The tables were compiled from the latest census reports, all issued at about the same time, and, as there were no epidemics in any of these countries at that time, it may be assumed that (the comparison is a fair one. We learn, then, from the United States census report tliat the average duration of human life in that country is less than twenty years ; that is to say, of all the people born there quite one-hali die before they have reached thei twentieth year. The death-rate is largest among very young children, about forty per cent dying before the age uf five. Mortal- ity among intants is high the world over, but it seems that the high rate in the United States is not confined to this class. Only twenty-two men and women out of one hundred jive to see the age of fifty, and only about four out of onehundred live (vo the age of eighty years: The death rate under live years of aye is higher in England than m the United States, but above that age the comparison is to the Cisadvantage of the latter country. Twenty- five per cent. survive the age of seventy as against about ten per cent. across the lines. The death rate among children in France is also remarkably low, being only tweaty- six per cent. for those uuder five years. In freland about the same rate is given for children. Only thirty-five per cent. die be- fore the age of twenty; one-half of the deaths are those oftpersons over forty-five, and nearly five deaths in one hundred are those of persons over eighty-five years of age.
There is, of course, a reason for this poor showing of the United States in this respsect, and a Boston paper admits that it must be attributed to the systems of social and business life of the country. The high rate beiween the ages of ten and twenty is doubtless due to the social ex- citement, verging on dissipation, in which young people are allowed to indulge, and, perhaps, to the high pressure to which the methods of education subject the physical system. The high mortality among adults can be accounted for by the sirain of the highly nervous and intense social and busi- ness activity which characterizes our neighbors. They do everything with a rush, and the consequent wear and tear upon their physical and mental organisms is very great. There is for them, there- fore, in the st.tisties which we have quoted food for serious retlection.

A Cure for,Dangercus Wounds.
An intelligent and trustworthy corres- pondent has sent the foliowing : The smoke of woolen rags is a cure tor the most dan- gerous wounds, A lady of my acquamtancze run a machine needle through her finger. She could not be released until the machine was taken to pieces. The needle had broken in her finger into three pieces, one of which was bent almost double. After repeated trials the pieces were extracted by pincers, but they were very firmly imbedded. The pain reached to the shoulder and there was every danger of lockjaw. The woolen rags were put over the coals and she held her finger over the smoke, and ina very short time all the pain was gone and it never re- turned, though was some little time be- fore the finger healed. This is but one of many instances of such cures, some of them taking place after several days from the time of the wound. Lei woolen rags be kept sacredly and always at hand for wounds. “The smoke and stench will ill the house perhaps, but that is a tritle when the alternative is lockjaw, or even a long, painful sequel to a wound. Another in- stance was a wound made by an enraged cat, which tore the tiesh from the wrist to the elbow and bit through the fleshy part of the haud. One ministration of the smoke extracted all the pain, which had frightful. —Boston Transcript.
