* But still the greatest tyrants have tried, not wholly to exasperate their most pa- tient slaves; they have brightened their darkest tyrannies, with an occassional touch of grace. And we poor citizens would ap- proach—not without awe and trembling— the august, irresponsible tribunal, whose members send our children to such schools os they please, and take from us what taxes they see fit ; and we beg them to have sone little regard for, a taste for, and an : a» reciation of the beautiful, which, though they may know nothing of them, do exist in the mindsof those whom they have thoughtof only as subjects of taxation. Yet, surely

there are some such feelingf in some of their hearts! The respected chairman, we are gure, looks with pleasure on the graceful curves of one of his stately ships, and can see the difference between such a vessel,and aiub or a seow. Does he harshly vote every little touch of ornament that would beautif y his ships ; and allow nothing but

Acting upon the advice of Earl Derby, Turkey as ordered her commanders to con- clude an armistice with the Russian Com- manders.

‘The Russian official dispatch states that the detachments which crossed the Balkans on Tuesday occupied a position in the rear of the Turkish fortifications.

The Turks, being attacked in the front, abandoned their positions. ‘The Russians then advanced towards Teke. The Russian loss was unimportant. ‘The Times’ Buchar- est dispatch says that the Russians suppress all dispatches regarding the state of atiairs on the Danube.

A terrible outbreak of spotted fever has occurred at Fraieshti and in the neighbor- hood. It originated among the Turkish prisoners, and is said to be really a plague.

The King of Italy is dead.

Official reports from Constantinople say : ‘After two days sanguinary fighting, Hafiz Pasha commanding, the Novi Bazar division re-occuppied Kurschumlye. The Servians : lost very considerably. Kyoub Pasha com- manding the Civil Guards at Move Bayar, also defeated the Servians, pursuing them on the frontier, burning six of their mili- tary stations and destroying their entrench- ments.

The Russians have occupied Platiza.

Chefkir Pasha telegraphs: ‘‘After check- ing the Russian advance and _ inflicting great loss, we have retired to Shanghi, en- trenched positions at Pdebruie and at Lanker.

The Chinese Question.

Tue Chinese Question is causing quite as great a ferment in Queensiand as im Califor- nia, and for some time past the colonists have been strenuously en leavoring to prevent the influx of Celestials. A measure passed by the Queensland Legislature a year ago for the regulation of the traffic in immigrants of this class was disallowed by the Imperial Govern- ment, but a similar one has quite recently According to the author of a paper read a short time ago before the Royal Colonial Institute, the intlux of late has been extremely rapid. The Celestials are averse to engaging in the ordinary industrial occupations of the colony, and swarm to the gold fields, al- lured thither by the hope of becoming the possessors af some of the precious metal, and then betaking themselves off to their native land. ‘The whole white population of the Cook and Palmer districts is not more than 5,000, while within the last year and a half they have been swamped by a deluge of 30,000 Chiuese. The condition of these foreigners is described as miserable in the extreme, both morally and tere: They are so debased as to be, to all Soreareniet incapable of moral improvement, and they are sub,ect to leprosy and other diseases which rerder their presence amongst the white population extremely unde- kirable.

Froposed Diversion of the Nile.

It is well kuown that the main stream of the Nile is supplied by the great equatorial lakes of Africa, and that the annual inunda- tions are caused by the inrush of torrent water laden with soil from the fertile slopes of the Abyssinian plateau in July, August and September. This soil is now for the most part being deposited in the bed of the Mediter- ranean, where itis gradually forming a new delta similar to the delta already formed at the river’s mouth. Sir Samuel Baker has written to the 7imes suggesting a plan by which not only the water of the Nile, but the mud, which it now deposits wastefully in the sea, may be turned to ees account as a fertil- izer of the deserts of Nubia, Libya, and the Soudan. He proposes by suitable engineering work to divert a portion of the Nile flood water into these deserts, where it can deposit its rich sediment onthe sands, and also irri- gate them as to transform them from a desert into ‘cotton fields” that would render Eng- land independent of America.” This could be effected by having suitable dams and sluices at different points of the Nile, say at the Cataracts. These dams and sluices, by en- abling craft to pass the Cataracts, wud also render tlre Nile navigable from the Mediter- ranean to Gondokorc, a space of 29° of lati- tude.

The pair lived together in Palmerston for a time, and then, of course, quarrelled and separated, she re- turning to her husband. Andrews returned to Mitchell and hung about Melville’s house, holding clandestine interviews with the erring woman, Mrs. Melville’s sister, evidently a woman of great tact, conceived the idea of having Andrews arrested for stealing from Melville the goods he carried off with Mrs. Melville. Future of the Mackerel Fishery.

In regard to the future of this fishery, Prof. Hind says: ‘‘Mackerel fishing is a special industry. The boat equipment, so common throughout ~ British American waters, is wholly unsuited to the pursuit of the mackerel which has been so largely car- ried on by United States fishermen. Im- mense schools of mackerel are frequently left unmolested in the Gulf and on the coasts of Newfoundland, in consequence of the fishermen being unprovided with suit- able vessels and fishing gear. It is, how- ever, areserve for the future which at no distant day will be utilized. If a fishing telegraph system existed on the Gulf and on the Newfeundland coasts, similar to that which has been established in Norway, exclusively for fishing purposes, the addi- tional catch of mackerel and herring, in- deed of all kinds of fish, as well as bait, would probably double itself within a very short period. If judiciously controlled, the telegraph would become of vast benetit to the fishermen in many ways.”

A Mexancuory Tracepy..—The people of Bridgenorth and vicinity were pained and

tonished on Saturday morning last to learn that Mr. 8. 8. Kelly, a respected and well-to-do citizen of Smith, had committed suicide while ina state of mental. derange- ment. Mi. Kelly had for a few weeks ex- hibited: some signs of mental disturbance. On Friday morning he drove himself to the residence of a son-in-law, and as he was re- turning home with his daughter exhibited great despondency, and was unwilling to go through the village, fearing that the people wished to take him to the asylum. His daughter endeavored to persuade him it was not so, but he could not be persuaded to the contrary, and suddenly got out of the buggy with the expressed intention of going an- other way home. Not arriving soon his son went in search of him, but did not find him until next morning. When found he was ‘almost naked, his throat cut, and a gash made in one of his legs, and lifeless. through the evening he must have heard his friends and neighbors in search of him, but under the delusion, perhaps, that they sought him to take him away, he must have taken his own life for fear. Mr. Kelly was about 67 years of age, in prosperous circum- stances, living cemfortably, and no other cause can be assigned for his committing this melancholy act than thal of mental ab- erration, manifesting itself first by a violent headache, afterwards by a kind of religious despondency, and finally in self-destruction. The greatest sympathy is felt for the fam- ily.—Peterbourgh, Ont., Hxaminer.
